Congress Refuses Spending Control in Budget Debate
Corry Journal reports on Hoover Commission recommendations for annual approval of new spending rather than automatic appropriations. A House Appropriations subcommittee rejected the plan as a “snare and delusion,” arguing that long-term control by Congress is impractical yet necessary. The piece also surveys military aid statistics from 1949 to 1955, noting vast overseas expenditures and NATO dynamics as context for the debate.

Vice President Scenario Drawn After President Disabled
Washington sources debate constitutional steps if a president cannot carry out duties. Attorney General Brownell described a process requiring cabinet approval in writing for temporary presidential succession, with the vice president acting until recovery or until Congress acts. A rival view urges a constitutional amendment to avoid reliance on cabinet consent. Also reported: Gheorghe Tutarescu, former Romanian prime minister, died in Bucharest at 65.
