Washington reports Germany has told the United States that American consuls must be acceptable to German military authorities in Belgium and that some should be withdrawn immediately. No action has yet been taken.
In Riverside on Sunday night a burglar wounded C E Waite cashier of Riverside Savings Bank and his brother in law A N Voris during a chase in the residential area. Waite was shot in the right hand and shoulder while Voris was hit in the foot. A bystander was also shot in the foot. The thief stole a gold watch and $11. The fugitive escaped toward Colton aboard a freight train as officers opened fire. Search widened but no trace found by noon today.
Telegraphs from Galveston report Gen. Villa evacuating Mexico City to reinforce lines and keep Torreon Chihuahua and Juarez from falling while Antonio Villareal is tasked with Gutierrez resignation. Zapatistas aid Villa forces near Vera Cruz as Carranza troops fall back toward southeast. Dispatches later deny Gutierrez resignation amid Zapata Villa factions.
Washington allocates Leo Frank, condemned for the 13 year old murder in Atlanta Georgia, a hearing as the case moves to the United States Supreme Court on appeal. The sentence of death remains under review.
Secretary McAdoo will represent President Wilson at the San Diego exposition opening. He will be accompanied by Mrs. McAdoo and the president's youngest daughter. Before departing he issued a call for shippers hurt by high ocean freight and vessel scarcity to send facts to the treasury or commerce departments.
Russian forces broke the Austrian siege of Cracow and retreated eastward before counterattacking on Christmas Day at Tuchow, defeating General Boehm Ermilli’s Austrian troops. They seized 3500 prisoners and 18 machine guns and pushed a 20 mile strip along the Biala river. Antwerp reports 200,000 German troops in Belgium with plans to defend Antwerp to the last. Paris notes a French advance near Lens and German trenches near Ypres.
London December 28 The Morning Post dispatch from Petrograd says it remains a long road to Warsaw even if German forces advance, reflecting cautious wartime outlook and ongoing front uncertainties.
German forces suffer no battlefield losses as attacks press on at Nieuport aided by warships. In Westende two civilians lose lives and several are injured as the shelling continues.
Pittsburgh dispatch reports orders for 65 000 tons of steel to be used for shrapnel shells, with France and Russia each placing requests. The prior order totaled 50 000 tons.
President Wilson turned 58 today and marked the occasion with a quiet family celebration in the White House. It was his first birthday observed there, after last year’s observance at Pass Christian, Mississippi, with telegrams of congratulation pouring in from well wishers.

Corona city officials remove A C Ramsey from the city marshal post after complaints and raids on illegal alcohol. Ramsey, formerly Venice police chief, surrendered the badge to E J Geneveux, police board chairman, in the clerk’s office after a Saturday night meeting. The action surprised Ramsey’s supporters.
Coroner Peter M Hoffman's plan to seat unemployed men on coroner's juries saved many from suicide. Since September 1, over three months 7320 unemployed jurors earned 7320 dollars in fees, with up to 2300 applicants daily. The program provided financial relief and renewed hope amid despair, according to a public safety commission report.
The Catholic Church mourns in California and Arizona after the death of Archbishop Patrick Riordan. His body will lie in state at the cathedral. last rites begin immediately and New Year’s week will be marked by solemn observances.
In a Paris letter to his parents a French soldier recalls three brutal advances totaling about 200 yards amid rain wind and hail. In Eugene Oregon on December 28 a female patient escaped a city hospital through a second story window using a blanket rope. She walked about 15 miles to Veneta, was found with both feet frozen, and received care after an operation the city funded. Unable to pay hospital fees, she had sought money from her husband and others without success.
Fredy Hoyt a Bowery mission choir singer pleaded guilty to stealing jewelry worth 1400 dollars. He asked the court for mercy arguing only the poor were involved in the crime.
