What is state aid to schools in Massachusetts

Concord residents learn that state aid means income tax money distributed to towns by a formula favoring poorer communities and active efforts. The town decides use, either for buses or building costs. In Concord, state aid would cover 27 percent of school building costs, reducing local taxes, and funds are a revenue increase, not a loan. Eligibility requires site approval by the Massachusetts School Building Assistance Committee and use of the largest tract of land.
