Local government discusses rate increases and venue changes for holiday events. Plans reference a high school auditorium, an armory for a $1,200 project, and parking upgrades while noting expanding facilities and community programs.
Concord residents from the Community Center Committee seek four articles for the March town meeting. They propose 15000 to renovate and refurnish the building, authorize a Community Center Committee, transfer care and custody of the Veterans Building, and let the selectmen name a committee as needed. The selectmen will study the proposal before acting.
The Concord Garden Club presented a town wide survey to the board of selectmen detailing a five year restoration of public street trees. The plan costs about 1000 dollars yearly under Mrs. Donald Crowell with Dorothea Harrison and a volunteer committee directing seven town sections. The club recently supervised tree planting at the library lawn and the depot areas.
Concord patrolman William J Costello reports a spike in mail box tampering on Arrowhead and Ridgeway roads with mail and checks scattered. Postmaster Edward J McCaffrey urges parents to supervise children and explain the seriousness of the act.
A rider named Concord-Richard Fresh iere, 38, was knocked to the pavement near Seven Star lane by a passing motorist and suffered facial arm and leg cuts and abrasions. The vehicle did not stop and continued toward Sudbury. Police urge motorists to take care around cyclists and warn against riding bicycles on sidewalks in Mill Dam and business districts. they may ask parents to restrict youth riding if the practice persists.
Concord Concord Rotary Club members hosted a group of foreign students over the weekend. Charles W. Dee led a guided tour after the luncheon at the Colonial Inn.
Concord firemen answered a 4 30 p m alarm Monday for a fire in a Carl Anderson pig truck near Merriam's corner. Damage was not extensive and firefighters contained the blaze.
Concord man Joseph Draken 22 and John Belfiore 18 of Brookline were returned to Walpole State Prison for three to five years and two and a half to three years respectively after escaping Billerica House of Correction with six months left to serve. They were recaptured within 15 hours with help from Chelmsford Lowell and Billerica police.
The West Concord Board of U.S. Civil Service Examiners in Boston announces an open competitive examination for filling the substitute clerk and carrier positions at Concord Post Office. No experience is required. applicants must pass a written test. Starting pay is 2.16 per hour with increases to 2.63, plus vacation sick leave group insurance and a model retirement plan. Applications and announcements are available from the Executive Secretary in Boston or the West Concord Post Office.
Highway workers cleared the Emerson Playground site off Stow Street previously a hockey rink. The creation commission, funded $6,000 by the March 1960 town meeting, will hot top the area for outdoor basketball volleyball and playground activities.
Concord Sunday marks the monthly Communion Sunday for Ladies Sodality members at St Bernard's Church with an 8 o clock Mass. Monday evening the group meets in Monument Hall with Mrs Francis J Quinn presiding. Christmas carols, whist and bridge, community singing, prizes and refreshments are planned.
Theodore M. Nelson has submitted a tentative 1961 budget to the board of selectmen with copies for each member and forwarded 15 copies to the finance committee. After deliberation the Selectmen will make recommendations to the finance committee by December 20. The finance committee may receive the budget three weeks earlier this year to speed their work. Public sessions in the Town House Court Room are scheduled on December 5 12 and 19 to discuss the 1961 budget, with school committees also preparing budgets for 1961 to send to the finance committee.
Eleanor Ww rt, assistant director of admissions at Northeastern University Boston will visit Concord Carlisle High Tuesday to discuss enrollment options. The talk covers Northeastern colleges of education liberal arts business administration and engineering as well as the cooperative education plan and housing.

Antiques expert Blaney will address the Woman's Union of Trinitarian Congregational Church on Thursday December 8 at 1 p m in the parish house. She lives in Methuen and is a noted writer and lecturer, former Massachusetts state chair of Antiques Group of the Massachusetts Women’s Clubs, with an exhibit of a Christmas table setting and stories about carols. Hostesses are Mrs Bubier, Mrs Lambert, and Mrs Halligan. A selection table will display items from the recent church fair for members to choose.
Mrs Dan Smiths foreign policy committee invites League members and guests to a discussion at Elkie Hall on December 7 at 10 a.m. Topics include terms in daily newspapers and questions about U S gold reserves and the World Court. Coffee served at 9 45.
Concord union invites the public to view a Tri-Con Gift Show on Lexington Road this Friday from 10 a.m. to noon. The display highlights many Christmas items including hand knit woolens and hand sewn doll clothes.
The personnel board weighs a four per cent wage increase for about 125 town employees not including schools. A meeting with workers is set for 5:30 p.m. Wednesday December 7 at the Town House to discuss the proposal. A group insurance plan suggestion is also reported.
Concord officials discussed next year’s Patriots Day observance and the town aged services. They noted interest in town owned Hugh Cargill land on Walden Street but not the wooden building known as the poor farm. A commission may be created to supervise aged services and departments were asked to submit annual reports by December 16.
Members of the Concord board of selectmen plan to attend the Middlesex County Selectmen's Association annual meeting in December 7 at the AVCO plant in Wilbraham. Chairman Harold C. Smith, Bee Bee E. Sheen and Johnson are listed as attendees. Charles D. MacPherson of Acton, formerly of Concord, is secretary of the association.
The Concord board of selectmen issued notices renewing licenses for three local liquor establishments Willow Pond Kitchen Nashawtuc Country Club and the Palmer trio in a business renewal. Other renewals included Concord Lodge of Elks and a seven day victualler license for several vendors in West Concord and nearby areas.
Inde-Cott paodeh Club holds its annual Christmas workshop Tuesday at 7 30 p m at Larry's Flower Shop Walden Street. Blanchard proprietor will instruct in making Christmas decorations and members will fashion a decoration for Mrs. Robert J. Prest home hosted by Mrs. G Sherman Blair Jr.
A ten year old boy from West Concord, son of Mr and Mrs John J Flynn Jr of 38 Central Street, was admitted to Emerson Hospital for third degree illness and is to be confined for grafting. The notice urges buying Christmas Seals to help check TB.
