Boeing researchers propose a single launch vehicle to orbit two 2 000 pound spacecraft for separate outer planet missions. One craft would orbit Jupiter or Saturn while the other conducts a grand tour to Pluto or Neptune, both on NASA timelines. The plan uses Burner II upper stage and Centaur for orbital insertion and follow up propulsion, enabling extended planetary approaches.

Possible replacement options are Ronald Reagan and Nelson Rockefeller, but no decision is reached before the Democratic convention.
