G Gordon Liddy, counsel to the Committee for the Reelect President, told GOP congressmen at a February 23 1972 seminar how to skirt the new campaign law while warning them not to break it noting criminal penalties. He spoke as Watergate planning unfolded and urged donors to give before the law took effect April 7 1972. A witness questioned Liddys dual role as adviser and operatives in the break in.
