It argues restrictions on prosecuting congressional misconduct hinder taking bribes by lawmakers and seeks review of a Richmond Circuit decision that narrowed eight counts against former Rep. Dowdy from $25,000 in bribes to fewer penalties. The government says protected legislative activity should not shield criminal acts and urges statutes for trials in courts of Congress.
