Strong northerly winds 20 to 60 mph downed power lines and closed schools while central and eastern areas saw rain and showers. Northerly gusts, closures extend from Scottsbluff to Valentine and Chadron, with travel restrictions on several highways.

Mercenaries Invade Zaire from Angola
Zaire says a battalion sized force of mercenaries from Angola invaded southern Zaire occupying Kapanga and two other towns. Eight American missionaries were detained under house arrest, including five women. The mission runs a school hospital and nursing program with radio operations. Officials suspect Katanga rebels fled into Angola after a late 1960s uprising.

Envoys secure Hanafi surrender ending siege in Washington
In a 39 hour crisis the ambassadors of Iran Egypt and Pakistan persuaded Hanafi gunmen to free 134 hostages and end the stand off. Hanafi leader Hamaas Abdul Khaalis was released on bail as negotiations concluded. President Carter praised the diplomats and the city celebrated as hostages were freed.
