Millions of Americans face tax bills due to withholding gap
Washington reports that millions of Americans especially the poor will owe the government money by April 16 because withholding rates and actual tax rates diverge after the Tax Reform Act of 1969. While most taxpayers will get refunds, many low income earners may owe as returns exclude some from withholding. The IRS notes six withholding brackets versus 25 tax brackets and a reduced personal exemption, creating mismatches for households with both spouses working low wages.
