Business drugs hit factories in a series report
Labor correspondent reports rising drug use among New York City workers and nationwide. Accounts from a Manhattan bank, the New York Telephone Company, and United States agencies describe more employees using marijuana and hard drugs, with cost impacts including reduced production, absenteeism, theft, and higher insurance. Experts urge employers and unions to strengthen prevention and treatment efforts as drug use spreads from urban plants to service trades and offices.

Tax plan eyed to boost exports and cut income tax
A proposed federal income tax exemption on up to 25 000 of annual earnings from export sales faces mixed support in a National Federation of Independent Business poll. The plan would let firms form domestic international sales corporations and retain profits for export growth, aiming to improve the balance of payments and jobs, though critics warn of lost Treasury revenue and uneven impact on small businesses. Nebraska results show 13 percent in favor, 68 percent against, 19 undecided, amid broader national debate on incentives.
