Arguments heard in ADC rate reduction case

In Lincoln a three judge federal panel heard that Nebraska could not reduce Aid to Dependent Children payments by law and used a ratable reduction method instead. Thomas Brown of the Omaha Legal Aid Society argued the state should have applied an across the board cut. Assistant Attorney General Warnshulz said an across the board cut would penalize all families. The panel took the case under advisement. The piece notes the unintended effect of outside income on aid and ends with a confusing line about hop plant flowers and brewing beer.
