Washington AP reports Thr. Hichard L. Felner of the University of Illinois was announced by the White House on Tuesday as an assistant secretary of agriculture. The nomination requires Senate approval. Felner, 35, is a professor and head of the department of agricultural economics at the University of Minnesota since Aug. 1970. He was born in Crawfordsville, Indiana, and holds degrees from Purdue and North Carolina State University.
