Governor Kerner Signs Progressive Illinois Banking Bills
Governor Otto Kerner signed Senate Bills 1025 to 1029 creating a separate State banking department led by a five year appointed Commissioner of Banks and Trust Companies. An eleven member board includes six bankers and four public members, with anti-conflict stock limits. If approved at the 1966 referendum, the act takes effect January 1, 1967 and is designed as self supporting through industry assessments. The act allows drive up facilities within 1500 feet of main offices. Critics call it the most progressive banking legislation yet enacted in Illinois.
