Williams Defines Democratic Minority Rules In Roosevelt Era
In a Washington message Williams outlines how Democrats will handle President Roosevelt's legislative agenda. He notes support for some measures such as campaign finance disclosure and child labor limits in DC, while opposing or modifying others like boycotts and Sherman antitrust changes. He insists cooperation requires Republican votes and constitutional limits, with emphasis on district and territorial actions for child labor and taxation on water powers.
