West resignation prompts delayed mayor election plan
The council must replace West under city statutes since two members are appointees. City Attorney Browne says elections could wait until November, avoiding a costly special election. Four seats will be on the ballot in November, with the West replacement serving the remaining term and facing reelection in 2006. Gieras and Blackmun also up for reelection. Council members and the mayor express regret over West leaving.
