Provisions of the 1939 Agricultural Conservation Program

The 1939 agricultural conservation program, approved by Secretary Henry A. Wallace, mirrors 1938 with few changes for crop conditions. Michigan’s Maurice A. Doan announced the plan and said meetings will occur statewide. Farmers will receive information before the 1939 planting season and participate through acreage allotments and soil-building practices. The program aims to balance domestic needs and export markets, with national goals and payments tied to farm size and adherence. It includes a national soil-depleting crop goal of 279 to 285 million acres, while continuing soil-building measures and a $500 million annual appropriation, plus $212 million in price adjustments for wheat, corn, cotton, tobacco, and rice.
