Halifax reports the Europa arriving from Liverpool with late news. Garibaldi receives a magnificent welcome at the Crystal Palace on the sixteenth. a flag bearing Rome and Venice is presented. In Missouri, Negro enlistments boost quotas as Steele advances on Camden. Price retreats toward Washington with heavy fighting and fortifications at Prairie Dawn.
In Harrisburg April 29, Mr Berger disclosed dissatisfaction among fifteen regiments of the Pennsylvania Reserves who enlisted in May three years ago and were mustered into national service two months later. They argue their term expired in May while the national government claims extension to July. Berger read Col McCandless's letter noting discontent and potential refusal to serve. A resolution urged the President to discharge the Reserves as Maj. Gov Curtin pressed action by the Legislature. Cameron named chairman of the U S Central Commission.

Fortress Monroe April 23 A vivid rumor says Little Washington was captured by the rebels on Monday and Newbern would fall soon Gen Sheyane of Louisiana is now Governor of New York The Newbern Times claims a large rebel force attacked in front of Little Washington but lines held and a stampede toward Richmond began
The President has approved the joint resolution increasing the import duty by 50 percent, making it law. In New York the new tariff took effect at 1 p m. Merchants had rushed to clear goods, but from that hour business pressure eased. Customs receipts for the week reached nearly five million dollars, largely in coin.
From Cairo and the Lower Mississ ippi Carina April 29 nearly three hundred refugees from Arkansas Igia and Alabama have arrived here and present a pitiable appearance. The steamer Alice Dean passed with 700 bales of cotton for Cincinnati. The 18th Indiana had arrived at New Orleans from Matagorda en route for home. A detachment of Kentucky forces under Hobson's division attacked rebel units in Breathitt County. The pursuit led to the defeat of Weed, Gay, and Peter Everett's commands at Weed and Gay, with thirty prisoners captured and several captured or killed.
Washington May 30 It is understood the Union National Committee are perfecting arrangements for the Baltimore Convention. None of its members here advocate its postponement. The railroads have declined to pass delegates at reduced fare.
