The Capital reports a near certainty of an extra session of Congress. Secretary Evarts pushes ahead with the appointment of naturalized citizens abroad. A surge in demand for American securities abroad signals growing international finance activity.
Secretary Evarts told Lorenz Brentano that the State Department will appoint diplomatic and consular officers without regard to birthplace or nativity. He said policies under Fish excluded German Americans, a stance he will not continue, stating equality of all American citizens. Carl Schurz is noted as approving a similar approach.
Washington reports the Treasury issues another call for ten million dollars of five twenty bonds from 1865 with redemption and refunding into four and a half percent bonds. Principal and interest due on June fifteenth. interest ceases that day with bonds listed by serial ranges totaling five hundred thousand dollars registered and nine point five million in coupon bonds.

Paris dispatch cites editor Cowles of the Cleveland Leader denouncing Senator Stanley Matthews as switching sides on public school matters. The note claims Matthews would ally with White Leaguers and Democrats, calls his failure to contest Banning dangerous, and hints Cowles sought a Switzerland post.
TheFeeling in Greene County reports a divided sentiment between Sam Shellabarger and Stanley Matthews with no clear preference in Xenia Ohio on March 15. The balance between the two is even and undecided as voters weigh their choice.
In Indianapolis March 15 the Central Christian Chapel heard Elder Black harshly pressed by Brother Secrist and others about a long debated scandal involving Miss Voss. The meeting adjourned after a disputed vote on Elder Black’s status, with many present doubting his innocence. Tomorrow the board will report on his standing.
In Coxcorp New Hampshire on March 15 the First District shows Marston ahead with 13,605 votes to Jones 13,487 as three towns Nottingham Tuftonborough and Eaton remain uncounted. If those towns mirror last year Cheney 202 Marcy 385 could tilt to a Marston plurality or even a tie.
In Vincennes Indiana last night a church festival raised over $100 for the M F E church. Treasurer Herbert Ross disappeared this morning after the event, his boarding house trunk checked only for a few old clothes and a whisky bottle. He is a painter by trade.
A temperance movement effort begins in Manafield Hardy with Murphy and his Pittsburgh volunteers. On Tuesday evening two Murphy temperance workers stirred crowds, with several hundred pledging temperance. Tonight Clancy and Smithson continue the campaign.
The Scioto Valley Railroad gathering at the Opera House drew a large crowd with Col. Kinney in the chair. President Chap man and directors spoke as citizens debated extending the completion period ninety days from July 1, with work to begin within thirty days. Initial opposition gave way to a general willingness to increase subscriptions to cover shortfalls, and construction may start soon.

A heavy fire in Bismarck North Dakota today destroyed the Miners Hotel the Western Hotel Ostland's livery stable Dunn's drug store Yiegan's bakery Staan's meat market e's saloon and Hare's billiard hall. Dunn's loss runs about 7500 and total losses may reach 25000 with no insurance.
In Butte County near Chico six Chinese laborers were attacked by white men in their cabins. Three were killed on the spot, another died later, a fifth died in recovery, and one wounded man escaped. The motive is unknown and authorities scramble for clues as citizens demand justice.
