A heated joint session in Washington counts Louisiana electors amid protests and signatures. Congressional leaders cite caucus strategy, Oregon issues, and pressure to finish the Electoral vote tally with Weldon and Hayes perspectives shaping the scene.
Special Dispatch to the Cincinnati Gazette reports in Washington on February 19 that after a joint meeting the Senate resumed and read the commission report. Mr Bogg insisted on rereading the protest, provoking a two hour Senate debate with thirteen speakers. Democratic speakers attacked the commission for excluding evidence and criticized its conclusions. Republican speakers, led by Mr Boutwell, expressed disappointment and urged restraint as the chamber referenced recent political tensions including references to Lincoln's assassination.
Washington reports that A. B. Hewitt, chairman of the National Democratic Committee, testified before the Senate Privileges and Elections Committee. He claimed he did not advise or know of Pelton sending money to Oregon and said Pelton and Tilden met daily. Hewitt said Hoadly’s legal opinion started the Oregon affair and that he directed funds while Pelton was not involved. He denied cipher telegram use and noted Pelton's cipher key.
An editorial in the Washington Capital, a Democratic paper, urged assassination of Hayes. A first vote on Kernan’s resolution to not count Louisiana electoral votes failed 28 to 41. Sherman’s bid to let the commission’s decision stand passed 41 to 28, both party line. Conkling did not vote, Blaine and Dorsey Hamilton were absent.
A vivid scene shows 100 extra policemen lined up in the Capitol rotunda to be sworn in. French’s 50 and Thompson’s group stood apart. Most swore the ironclad oath by raising the right hand, while three in French’s line held up left hands. Thompson’s line saw only three hands raised, leaving forty-seven requesting a modified oath.
The Treasurer of the United States will authorize shipments of subsidiary silver coin to banks designated as public depositories. When a bank in a city without an independent Treasury reports a deposit of at least one thousand dollars, up to ten thousand dollars, the mint will ship an equivalent amount of silver coin to the bank, the transport cost borne by the mint.
Mr Maddox formerly known as the Louisiana Liar is revealed as an old rogue. He was hired last October to aid Special Agent Moore in assembling evidence for the Bristow Conspiracy involving a broad ring of schemers.
Special Dispatch reports Dr. Pinney of Kenton died after being knocked from a Forest platform by a freight train. He grappled with gambler Morris who struck him, causing a fall onto the tracks. Pinney died about forty minutes later. His family lives in Columbus. Morris fled and remains at large.
The report notes steamships arriving from Bremen and Utopia and ships Sidonian and Adriatic arriving from New York. It also lists steamship Nossal sailing for Hamburg and mentions the port at New York and Hamburg connections with february dates referenced.
The Democratic caucus met at 7 30 p m to reconsider Saturday action and push a filibuster to defeat the Presidential count. Leaders like Vance Mills and Knott urged delaying tactics while conservatives urged accepting the Electoral Commission ruling and proceeding. No vote was taken as Brown’s alternative was withdrawn and a recess was agreed until after the Oregon count.
The caucus, though urged to reaffirm Saturday's action, yielded to Representative McMahon and voted to recess until the Oregon vote count is completed. Conservatives prevailed, preventing divisions on other measures, and the caucus stands by Saturday night’s action.
In Columbus on February 19 the Democratic Assembly caucus saw 42 of 63 members present. A proposal to urge Washington Democrats to resist the impending effort to install an unchosen President was debated with a vote 26 to 16 in favor. A separate faction of 16 met after to oppose the telegram supporting delaying the Electoral vote count.
The Union urges the House Democrats to resist violence and unconstitutional acts after the presidential dispute. It argues they hold the nation’s purse and must fund government only if lawful governors Nicholls are recognized. The piece contends restraint will expose corruption and force accountability in appropriations and leadership.
Washington February 19 The Committee on the Powers Privileges and Duties of the House continued cross examination of Duncan S Kenner. He denied special interviews with Nicholls about Wells interviews and said he sought an honest count. Kenner recalled Wells mentioning an offer of money to reveal canvass results. The panel postponed further examination pending access to original returns held by the Senate Louisiana Committee.

Capitalization is $750,000. Government returns and political rancor color Iowa mood amid an upcoming presidential count.
The Supreme Court met yesterday then adjourned to Monday as Democratic Representatives justify a recess for work on mandates. A vote of an Elector was expected, with Mr Hurd anticipated to act but declined to undertake the task.
Report from Nasuviuis Texas describes the arrest of Holt and another suspect named in connection with the murder of Lieut McIntyre in Northern Georgia. The United States Marshal and revenue officials collaborated to capture the pair after tracking them to a residence. Distilleries were raided by authorities in a related operation.
