In a joint session, Florida’s four electoral votes were counted for Hayes and Wheeler amid delays and procedural maneuvers by Tilden managers. The session featured a ruling by Speaker Randall allowing debate on the Commission’s Florida decision, a sharp Carr speech, and a spurious Louisiana certificate read aloud before sending Louisiana’s case back to the Commission.
The Senate and House resume after objections to Florida and Louisiana certificates. Debates focus on Reed of Hayes and Wheeler versus Tilden and Hendricks. Several objections allege illegality, improper canvass, and ineligible electors, with the chamber preparing to decide on the electoral commission's judgment.

Monument engineers propose tearing down the Washington Monument to reuse stones for a granite shaft base. Interior confirms fifty miles of Southern Pacific Railway completed in California Yuma division and two twenty mile sections Tulare division. Road progress indicates crossing the Colorado River at Fort Yuma into Arizona by mid March.
United States Deputy Marshal Finnegrass brought Tassey Stewart from Wheat land Yuba county to San Francisco on a bribery case. Stewart allegedly offered 300 to Interior Secretary Chandler for a favorable decision on a land title contest. Chandler referred the matter to the Attorney General and then to District Attorney Coghlan. An indictment was returned by the federal grand jury last Friday.
New York reports the steamship I from Chester arrived from Liverpool on February 12. Philadelphia notes the steamer Thames from Liverpool arriving on February 12. London lists steamers State of Laperons Anglia and Egypt sailing from New York and San Francisco, with Landseer cleared for Cork on February 12.
Washington February 12 The Louisiana case looms as the main test before the Senate Commission in the dispute over electoral returns. Democrats plan to attack the Returning Board’s authority and the canvass method while seeking to admit documentary evidence to challenge Kellogg and McEnery returns. Republicans expect the commission to adhere to its rulings, deeming the outcome essentially settled in advance. Ex-Senator Matt Carpenter and Ex-Senator Trumbull lead Democratic efforts. Stanley Matthews and E W Stoughton argue for the Republicans.

Hagenaura reports the Lower House passes a resolution by ninety three to seventeen along party lines. The measure denounces the National House of Representatives for its handling of Gov. Wells and contends contemptuous conduct.
