Washington reports final agreement reached on a 2.7 billion dollar war tax bill. Excess profits taxes rise with a new capital based graduated rate from 12 to 60 percent, while income taxes and surtaxes are adjusted. A zone tax replaces the House system for second class publications with stepped rates for reading matter and advertising.
A Gotha type airplane descended near Las Van Gent in Zeeland with three men aboard. One passenger was severely wounded. the other two were captured trying to flee to the frontier, and all three will be interned. The craft carried three machine guns and six bombs.
Chicago dispatch reports 39 I W W leaders arrested with indictments for more than ten thousand alleged crimes in a sedition campaign. Government says the group aimed to hamper war aims and enforce draft resistance with attacks on munitions, contracts, and harvests.

A Gulf Coast hurricane killed at least fourteen people and caused inland property damage. Nine fishermen drowned near Houma Louisiana when a wharf schooner capsize occurred. five deaths were reported in Crestview Florida. Pensacola remained cut off from wire reports and government stations confirmed Pensacola wireless still intact. The storm weakened as it moved inland toward Alabama and Florida, damaging crops and prompting fears for vessels near Biloxi Mississippi.
Provision quotations from Liverpool show fresh eggs at 60 cents a dozen, while New York reports eggs selling at 80 cents a dozen. The dispatch notes a general rise in egg prices across major markets on September 29.

Chicago officials of the Lake Seamen's Union said plans are complete for a strike starting Monday. About 10 000 seamen on Great Lakes freighters would walk out unless an agreement is reached with U S government officials in Washington. The action would halt freight movement on the lakes.
At Peoria Illinois on September 29 a barn roof collapsed during auto races injuring twenty two seriously and about fifty others with many bruised as nearly one hundred spectators watched from the roof.
In Harlan County Kentucky the coal field strike has escalated with killings and intimidation. Two men Lawrence Scott and George Napier were slain, amid hundreds of indictments for confederating and intimidation. Authorities armed deputies with rifles and sought suspects while appealing for troops.
In Washington on September 29 negotiators for coal operators and central field miners failed to agree on immediate wage increases while awaiting fuel administration price decisions. Operators proposed a ten day pause and full cost data before resuming talks with Dr. H A Garfield. Kentucky and Tennessee strikes also affected production as officials pursued next steps.
Viscount Ishii, head of the Japanese mission, declares a hands off policy for China and vows to keep the door open to trade. He asserts Japan will defend China’s independence while welcoming fair competition and warns against foreign interference or aggression toward China.
Japan's mission to the United States reviewed West Point cadets today. The visitors accompanied by military officials observed the parade and cadet drill as part of the goodwill visit unfolding at the academy in West Point New York.
