President Roosevelt issued a wartime order granting Grand Army rowers a right of line but later rescinded it after concluding General Roe acted as state militiaman. The reversal followed questions about military authority and enlistment during mobilization.
Major General Roe prepared to lead New York National Guard in the Dewey land parade after Roosevelt directed the G A R to pick a parade position. Guggenheimer condemned the governor’s move as improper while Roe and the Plan and Scope Committee prepared to decide allocation of march places.
Governor Roosevelt says he telegraphed General Roe about parade control. He thought Roe acted as Major General of the National Guard and could direct veteran placement. If the matter is purely city run, Roosevelt says he has no power or advice to give.
General Albert D Shaw urges New York City to place Grand Army of the Republic veterans at the head of the Dewey parade in tribute to Admiral Dewey and Civil War comrades. He cites precedents from Chicago and Pittsburgh and praises Governor Roosevelt for backing the request.
A dispute arose in New York over parade precedence between Rear Admirals Schley and Sampson after the Dewey reception committee invited Schley to attend. The committee reportedly debated who should lead and whether they should ride together, with final say left to Rear Admiral Philip.
The Ohio Board of Pharmacy annual report covers April 21, 1898, to May 1, 1899. It lists 3,314 total registered pharmacists, with 1,320 by law, 1,938 by examination, and six on certificates from other states. It records 654 assistant pharmacists, 152 by law and 502 by examination. Of 301 certificate applicants, 144 succeeded. of 102 assistant pharmacist applicants, 7 passed.
Deputy Ward en Dawson concluded the investigation into James Lynch escape from the penitentiary in Columbus Ohio. Six guards were punished for carelessness with two guards discharged Daniel Frankhouser Richland County and James Simeral Morgan County. T. A. Jourany Scioto and Curt Corwin Preble suspended thirty days each for negligence. James Raymond Stark County and Dan Stevens Franklin suspended ten days each for sleeping.
Columbus reports State Chairman Charles Dick stating Governor Roosevelt has no VP ambitions if Hobart remains healthy. Dick expects Hobart to be renominated and Roosevelt to seek future presidency. He mentions Elihu Root as a frequently discussed potential candidate if Hobart falters.
Indiana Republican State Committee Chairman Charles Hernly travels to New York to meet Governor Roosevelt at his home. Hernly states Roosevelt has no plans to seek the presidency in 1900 and would back McKinley for a second term. he adds no knowledge on a 1940s third term. The visit is believed to discuss Roosevelt's prospects for 1904.
Ex congressman Jerry Simpson faced a hostile reception in Wichita Kansas as he ridiculed General Otis and expressed support for Aguinaldo. Applause and boos rose as cries to eject him interrupted his brief speech and he left the platform.
Columbus Ohio September 22. Grand jury indicted Hiram P. McKnight for forging an indorsement on a $60 check. McKnight, the convict lawyer, once served a penitentiary term and argued his own case before the Supreme Court. While imprisoned he published Prison Poetry.
Elizabeth Leib a 23 year old schoolteacher was struck and killed by a freight train on the Nickel Plate Railway just east of Erie Pennsylvania while returning home from school. Her 13 year old brother, who accompanied her, was badly injured in the accident.
Cannellton Indiana September 22 Abhel Richards an Indiana Cotton Mills employee fainted and fell on a pulley partly severing his right ear and injuring him seriously in the plant. He lies in a serious condition.
Columbus dispatch reports internal strife within the Ohio Democratic machine as John R. McLean's campaign fractures across Cleveland Columbus Union County and Cincinnati. Bernard derides peace efforts while insurgents file independent county tickets and local bosses are deposed daily amid factional clashes.
A ballot shows a candidate without a party emblem beside the name while the opponent's emblem appears on campaign literature and letterheads. The feature contrasts official ballot presentation with auxiliary campaign materials tied to the emblematic phrase.
About 100 engineers from east of the Mississippi convene in Pittsburg with aims to back a successor to William Gathoun on the Interstate Commerce Commission and to push adoption of the Chicago rate for engineers. Paris reports General Brault has died, replacing General Renouard as chief of staff on November 4, 1898. He served in the position and is noted in military circles for his leadership during the era. The obituary confirms his passing in the capital.
Paris dispatch reports Dreyfus blaming officers for hostility over his Jewish faith and independent nature. He questions the extenuating circumstances and asserts he may winter in San Antonio. He recalls removing family photos to cope with Devil's Island strain.
In Carpentaras France Mme Dreyfus reports Captain Dreyfus will not receive visitors until he meets his children who are due to arrive tomorrow. The scene follows his arrival last evening and several visitors were turned away.
J H teen of Shreveport reports that Captain Alfred Dreyfus his wife and relatives including Mme Bertha Morre and Lt Max Rance Morre will come to San Antonio for the winter. The Dreyfus circle has family ties to Rennes France and local connections confirm plans to settle in the city for health reasons.
Paris dispatch reports the Rennes court martial costs for Dreyfus are estimated at 4000 dollars. Besides his own lawyer he must cover advisers and the generals who spoke against him received about six dollars per day.
Former Algiers mayor Max Regis, described as a notorious public figure, escaped from a villa with supporters after days barricaded to dodge arrest. He allegedly boarded a boat bound for Spain while eight companions were arrested.
Secretary Root explains Congress made no provision for volunteer regimental chaplains. Volunteer regiments are being sent to the Philippines without chaplains, while regular regiments have authorized chaplains mainly for the colored units. Many unattached chaplains have already been sent out.
Director General Ryan says arrangements have progressed and Admiral George Dewey will open the Ohio Centennial in Columbus. The Ohio event marks a major celebration with officials coordinating the opening ceremony and related activities.

Representatives of all Catholic Benevolent Legion councils in Indiana plan a Sunday meeting in Fort Wayne to consider seceding from the National Council and forming an Indiana only organization. The push cites higher death assessments outside Indiana and aims to cut insurance costs by restricting membership to Indiana. The order has substantial state membership.
Julia Morrison leading lady of the Mr Plaster of Paris Farce Comedy Company killed stage manager Frank Leiden at the City Opera House in Chattanooga. Three shots fired. Morrison arrested after a coroner’s inquest found premeditated murder. She says self defense after alleged insults and improper proposals. James, a company member claimed as her husband, is jailed as instigator. The troupe routes say Leiden’s death unjustified.
Two passengers escaped unharmed after a Consolidated street car on the Wade Park line was dynamited near the city limits. A loud report shattered a front wheel, derailed the car, and left no clue to the attackers with no one seen at the scene in Cleveland on September 22.

He has visited the State Department where discussions on the Richards case and a protest by American citizens in Central America against U S Minister Godfrey Hunter were noted.
