Food Administrator Hoover announces a year long conservation program to feed armies and allies while avoiding home rationing. He cites 5 730 000 more tons available for abroad with a home margin, urging universal saving and avoidance of bread and meat waste. Washington September 21 Ten enlisted men from the coast guard cutter Seneca died September 16 while attempting to save the sinking British steamer Wellington after it was torpedoed. Admiral Sims notified the Navy Department tonight.
Representative Robbins charges political influence in selecting cantonment sites and war plants, alleging bias toward the South. He says sixteen Southern States received about 490 million dollars compared with Pennsylvania’s 8 million and similar Northern allocations. Heflin replies that the North benefited from vastly greater wartime spending.
In Washington on September 21 Senator Myers of Montana defended Secretary Lane amid Senate criticism over California oil land leasing. He charged Senator Thomas of Colorado with unjustified attack and said Lane acted with fidelity, noting DOJ suits hindered patent issuance to operators on the California naval reserve.
Senator New of Indiana cited a letter claimed from Secretary Tumulty to Arthur Brisbane. The letter asks Brisbane to send The Chicago Herald and Examiner regularly to Tumulty's Washington offices to track Democratic coverage in Chicago. The letter dates May 14 and is tied to the investigation of The Washington Times and brewer loans.
More than 8 000 parochial school children attended a solemn mass for Cardinal Farley at St Patrick Cathedral. Bishop Hayes celebrated and Monsignor Lavelle preached, praising the late prelate as originator of special masses for children, a practice adopted worldwide. The catafalque remained for public viewing until the final obsequies on Tuesday.

The telegram from Mrs Eva Ballis Douglas, arriving in Portland after aiding Persian refugees, reports starvation in Tehran and other cities. She describes exhausted men, women and children dying in the streets, severed limbs and famine scenes as volunteers assisted victims.
The Norwegian Foreign Office told the State Department that American Consul General Poole at Moscow was not arrested by the Bolsheviks. Direct communication with Moscow occurred as late as September 18. Officials note Poole stayed in Moscow to aid British and French colleagues despite danger and has given no word for weeks.
General March reports continual good news from all fronts and 1,750,000 American troops embarked for overseas service. British French and American forces push to break the German offensive power, with American strength in France already half the size of the German army and Western Front lines quickly established.
Field Marshal Haig reports English troops push their lines east of Epehy amid heavy fighting near Hangicourt between St Quentin and Cambrai. Prisoners are taken and Australian forces in the Hargicourt sector also make gains with successful operations and captures.
London reports the entente air force struck Mannheim Karlsruhe Boulay Frescaty and Morhange in official notices. Bombs hit Lanz Works in Mannheim wharves and factories Karlsruhe blast furnaces Bourbach Works Boulay Morhange airfields. One German aircraft shot down one allied plane reported missing.
On Sept 21 the American and German positions south of Metz remain stabilized with occasional clashes. German artillery continues harassing fire while American guns report pushing beyond the enemy front lines. No bombardment of Metz itself is expected during the current operations.
In France on Sept 21 afternoon British and allied units faced heavy German counter attacks between Vendhuile and Bellicourt as they pressed west of Epehy Lom pari e and Hargicourt. Despite losses at points the British front advanced a quarter mile with several machine gun redoubts stormed and about 400 prisoners taken from fortified farms and sunken roads despite heavy rain.
