Washington Sept 14 The President appoints Henry W Diedrich United States Consul at Magdeburg to Bremen replacing Louis Lange Jr who retires after State Department investigation of his office methods The move comes on strong recommendation by Senator Cullom and marks a substantial promotion for Diedrich.
Secretary of the Navy reports Paragua under Davidson engaged insurgents at Balemao in Masbate province. The vessel was struck multiple times but with no casualties, silenced fire in twenty minutes, and captured a Filipino schooner later destroyed. Balemao lies south of Luzon and north of Visayas.
The Filipino police, 25 men strong, armed with revolvers and clubs, became operative in Manila today. The force is under the Pro vost Marshal and was reviewed on the Luneta.
Percy Marks, a farmer, was killed by neighbor Charles Stout on Red Bird Creek in Letcher County after an altercation over a cow. Stout fired after Marks fled with a stick, shot him multiple times in the back, and was later captured at Lane's Gap.
Williamson W VA Sept 14 The State closes its evidence against Elias Hatfield in the Doc Ellis murder trial as defense calls many witnesses. The Hatfield kin including Devil Anse are to Huntington for safekeeping amid rumors of a Kentucky posse plotting to kidnap the prisoners.
President McKinley accepted an invitation to Galesburg Illinois on October 7 to speak at Knox College marking the Lincoln Douglas debate anniversary. He will depart Washington October 5 and reach Chicago October 9. Chicago civic leaders seek to resolve local issues to avoid embarrassing the president.
Michigan Governor Pingree was warmly welcomed at a trust conference while former Treasury Secretary Foster faced persistent questioning and reminders during the event.

On arrival 16 000 people greeted him at the depot and a 2 000 strong parade escorted him home where he spoke and hosted a reception. Citizens celebrate the first congressional nomination in Steubenville's history.
News of the nomination prompted all manufactories to close and a follification began that lasted until midnight. The event reflects unrest as workers faced a prolonged stoppage and disruption across industry centers.
In St Petersburg a dispatch reports a British commercial expedition reaching the northern town of Norway and attempting to explore Siberian river mouths including the Obi. The ship Arthur was crushed by floes and abandoned but no lives were lost.
Advices from Kalisch in Russian Poland report that thirty two people were crushed to death in a synagogue panic caused by a lamp upsetting. The victims were all women and children and many others were injured.
In Santo Domingo General Horacio Vasquez issues a proclamation fixing duties at 70 percent gold and 30 percent national silver with a 5 to 1 American dollar ratio and delaying paper money value until Congress meets in November. Disorder is feared tomorrow as silver is scarce and American currency is in urgent demand.
In Chicago two graves hold parts of Private Ernst W. Baltzer of the First Illinois. His remains, returned from Cuba, were split into two coffins after quicklime exposure and disinterment. Mrs. Baltzer seeks an osteologist to identify her son’s bones and place them in a single grave.
Paris reports progress in the Dreyfus case stalled but favoring the prisoner. Speculation grows that the council will grant amnesty to all connected with the affair, including Dreyfus and Zola. General Mercier travels to Evian for his health and hints he has not yet spoken his last word.
From Columbia South Carolina a cable to Count Ferdinand Esterhazy in London declares an American volunteer challenge to mortal combat in defense of Captain Dreyfus. The author Paul E. Ayer of Anderson South Carolina cites liberty and calls for satisfaction. Ayer, son of the late Confederate General Ayer, lists past service in the First South Carolina Volunteers during the Spanish War.
Special Cable from Rennes reports Captain De Verdier delivered Colonel Jouausts message to the German Kaiser who responded that Dreyfus is guilty and that he would give his word to Gallifet. I. ST. JUST.
London marked Atone ment Day with public demonstrations, notably in the East End, featuring a Dreyfus protest procession and a banner display as reported on September 14.

In BLOEMFONTEIN burghers of the Orange Free State at a recent meeting passed a resolution to stand shoulder to shoulder with the Transvaal in case of hostilities. Members of the Raad have been notified to be ready for an extraordinary session at a moment's notice.
Washington reports President McKinley has no plan to offer mediation in the Transvaal dispute unless asked by Britain and the Boers. He would consider mediation if Congress ratified The Hague convention, but with Senate not yet acting and U S involvement limited, no moves are planned until a request. American consular oversight continues with protection for nationals and property noted as limited in value.
London dispatch notes Conyngham Greene proposed forty eight hours for a South African Republic reply. The Transvaal representative answered that if the offer is serious the reply would be ready in forty eight minutes. Kruger's intimates grow pessimistic about the situation.
