The Governor said county officials authority to swear in extra guards is not in his jurisdiction and no formal troop request has been made. State Inspector Lester finds the Clay situation critical.

London Ky Sept 13 Clayton County reports another killing outside the feuds. James Lewis and Sam Lewis fired into old man Shells house on Spring Creek. Shell fired eleven times with a Winchester killing James Lewis. Sam Lewis escaped.
James Woodward of Dubuque sends 400 pounds to the Wesleyan Chapel at Kirkby Stephen in gratitude for Sunday school teaching received forty years ago. He recently sent another 400 pounds, received in London.
In Oporto the plague cordon is relaxed and exit allowed after inspection and disinfection. Three new cases and two deaths were reported in the last three days while the government provides free food to the unemployed.
