Pretoria reports a British note read Tuesday as a near ultimatum proposing five year franchise census reform and equal rights in Volksraad. It demands immediate acceptance to avoid new measures by Britain, and notes Transvaal must nominate a nonneutral envoy for talks with no delay.
In Pretoria on September 12 the Volksraad listened to Joseph Chamberlains reply to the Transvaal note and greeted it with silence aside from interruptions by Mr Tosen and other ultra Conservative members. Officials showed no immediate view. The body had demanded the dismissal of Education Secretary Dejonge over a newspaper letter accusing ministers of jingoism for seeking more English education. Foreign Secretary P G W Grobler has gone to Bloemfontein on official business.
Ambassador to Italy William F. Draper has told friends he is a candidate for the vice presidential nomination to succeed Hobart. Senator Lodge of Massachusetts backs Governor Roosevelt for the same honor, and Draper says he aims to return to America permanently.
In Paris on September 12, three men were arrested after a clash with police while delivering food to M. Guerin, head of the Anti-Semite League, who is entrenched at the Rue de Chabrot headquarters. Food was passed by rope from rooms opposite Fort Chabrot, injuring one gendarme.
Owensboro Kentucky September 12 Superintendent of Owensboro public schools Professor James McGinnis filed a bankruptcy petition here today. His liabilities are listed at 231,961 with assets of 261 exempt.
Sidney Ohio reports the death of Benjamin Slusser a leading inventor and manufacturer aged prominent business figure He collapsed on the street from a stroke while noted as the inventor of the first sulky plow used in Ohio His passing is reported in the Commercial Tribune dispatch from Sidney.

Washington Sept. 12 A list of volunteer appointments includes Ohio officers. Worthington Kautzman becomes Captain, late Major Second Ohio Forty second. Walter Harvey promoted to First Lieutenant, late Corporal Company L Seventh Ohio Forty first. West Virginia unit promotes W J White to First Lieutenant, and Daniel G Mendel of West Virginia, formerly apprentice on the battleship Iowa, becomes First Lieutenant of the Thirty eighth.
Walter Morrow, a Virginia farmer, was shot three times by grocer A B Grubb at Grubb’s store in Wise County near Middlesboro Kentucky. Grubb claimed Morrow was intimate with Mrs Grubb and fled the scene after the 45 caliber revolver firing.
Governor William O Bradley presented a flag to Lexington based Company C of the Kentucky State Guard at Camp Dan Collier during a competitive drill. The event marked the final day of camp with three competing Lexington Barboursville entries.
