Berlin reports Bulgarian troops invading Eastern Roumania have taken Silistria on the Danube, 60 miles southeast of Bucharest, with heavy Romanian and Russian losses. bulgarian forces also claim large booty and prisoners from prior actions at Turtukai and surrounding fortresses.
A broad weather summary notes overcast conditions for Ohio Indiana Tennessee Kentucky and West Virginia with chances of showers and cooler temperatures Monday and Tuesday. High pressure east of the Mississippi and in the North Rocky Mountains contrasts with low pressure over the Plains and Southwest bringing showers to the East Gulf South Atlantic Rockies and upper Mississippi Valley.
London reports a renewed exchange of notes over Sweden’s seizure of mails between England and Russia amid the allied blockade. Viscount Grey demands a firm pledge to cease interfering with parcel post as a condition for arbitration. Sweden seeks to preserve the right to suspend the 1904 postal treaty under certain circumstances.
Gifford Pinchot, formerly Chief Forester, writes to The Commercial Tribune that he cannot vote for Wilson due to broken promises and perceived lack of courage. He urges readers toward Hughes, arguing the Republican nominee would provide steadier leadership and safer national welfare.

Berlin reports Major Moraht of The Tageblatt estimates Romanian losses in the Danube fortress Turtukai capture at not less than 80 000 and Russian forces in Dobrudja at 300 000 to 400 000. James O Hara a discharged soldier trained in bomb throwing provoked a riot by hurling a hand grenade into a rear crowd in Glasgow. One man and a nine year old girl died and about a dozen others were wounded before his arrest. Police found ammunition in his possession.
In New York on September 10 four inmates escaped the West Side detention pen after throwing red pepper in the eyes of head keeper William J. Jackson and striking him with a pitcher, then seizing keys. Two were recaptured nearby as shots were fired. Jackson possibly faces permanent blindness. Nine others aided the head keeper, while sixteen inmates stayed put.
A lightweight novelty in Automobile Row attracts attention. The illustration shows a motorcycle weighing fifty pounds with a claimed speed range from two to twenty five miles per hour in a test.
In New York a broad labor meeting backed sympathetic action for the Carmen's Union strike. About 750,000 unionists in Greater New York area urged laydown of tools until employers recognize the Carmen's Union. Mass meetings will decide on a strike measure with full moral and financial support pledged by AFL leaders.
Secretary Baker approved a request for Major General Tasker Bliss to travel to New London Connecticut and brief the American Mexican Commission on border conditions. Bliss, a top Mexican affairs expert, may be summoned soon after attending border patrol camps and amid pressure to withdraw National Guard units from the border.
Eight thousand dollars, payroll of the Y and O Coal Company, stolen from Lee Rankin, superintendent, was found today in a brush pile near the mine after yesterday’s robbery and murder. Police arrested two suspects, one believed to be the killer. a $1,000 reward is offered.
In Portland on the eve of the state election Republicans claim a 15 000 plurality while Democrats tilt toward a 3 000 lead. Both parties warn Third and Fourth District results remain uncertain as Maine stands divided on the eve of voting.
Vienna September 10. Austro-Hungarian Foreign Minister Baron Stephen Burian von Rajecz outlines Hungary’s stance in World War I in an interview. He says Austria-Hungary seeks peace only on terms it deems fair and warns Roumania will regret its bargain. He cites Italy’s check and Brussiloff’s offensive as factors. He also notes cordial but critical US-Army arms export dialogue and blames US arms sales for prolonging the war.
A delayed Turkish report dated September 4 states that allied warships shelled Alexandretta in Asiatic Turkey. The American Consulate there was destroyed with no American casualties reported while Turkish coast batteries damaged a hostile transport and a monitor off Smyrna.
