Covington street railway officials seek approval from Cincinnati Council for an elevated line from the Suspension Bridge to Dixie terminal. The Green Line would carry river towns’ cars directly to Cincinnati, bypassing city streets and rent payments. The company currently pays Cincinnati $8,000 yearly, a higher franchise rent once approved would have been $12,000. Colonel Miletus Garner moves from commission clerk to Budget Commissioner, keeping his former salary to save taxpayers 4000 dollars annually. Executive Clerk Homer Edwards assumes Garner's former duties. Willis says no evidence damaged Boyle's integrity and vows to keep tax power under public control.
