A Washington dispatch reports troops struggle to restore order as Tartars attack oil works near Balakhany and burn Shusha and parts of Baku. More than 200 houses destroyed. refugees flood into Tiflis and Baku reports describe widespread panic and arson.
In Khankend village near Elizabet'hpol Caucasus Tartars and Armenians clash causing alarm. Armenian shops close and troops patrol by day and night.
In Kuta is Caucasus, a conflict erupted in Grandlet between noble landowners and peasant villagers. Seven people were killed or wounded as violence broke out today.
From St. Petersburg the Finance Minister received a telegram from the governing committee at Nishi Novgorod appealing for immediate measures to re establish order at Baku amid unrest and upheaval.
Secretary Taft and Major General Corbin were hosted at a luncheon by the troops commander. The Racing Club staged an event with a race featuring ladies pulled in rickshaws by prominent Englishmen. A ball at the Hong Kong Club followed a Governors dinner at Government House. The Korea and Logan ships sail soon.

In Wooster Ohio on September 5 1903 rebuttal evidence in the Taggart trial centers on Major Taggarts wife and her relations with him. Witnesses describe church service views and gifts while Mrs Taggart says reconciliation is impossible and no settlement efforts have succeeded.
Eleanor Vogel seven, daughter of Henry Vogel commission merchant, saved her shepherd dog from a bull terrier when the bulldog attacked near 508 Howell avenue Clifton. The dog bit the girl's chin tearing away part, a physician cauterized the wound and the danger from infection was feared though not deemed immediate.
Boonville, Ind.Sept.5 John Schmicker 50 was gored to death at his Chandler home while trying to shield his wife from a bull. Mrs Schmicker wore a red apron triggering the bull. He was tossed into a mud hole and died soon after neighbors arrived. Four children survive.
Renowned author and historian Hezekiah Butterworth died in Warren aged 75. A native of Warren, he spent nearly fifty years writing stories for young readers and served twenty five years as assistant editor of the Youths' Companion before retiring in 1894.
Berlin September 5 Emperor William welcomed Congressman Littlefield Bartholdt Waldo McNary Norris and Barchfield from the United States at Tempelhof Field for the Potsdam Berlingarrison review. He had court carriages provided and invited introductions and conversations praising Roosevelt's peace efforts and Alden Smith.
In a Lake Superior storm on September 5 Cleveland vessel owners fear at least thirteen big freighters are lost. The Pittsburg Steamship Co. and Gilchrists own most, with the Superior City overdue at Duluth.
Cincinnati City Council passes three ordinances to abolish grade crossings of the Baltimore and Ohio, Cincinnati Hamilton and Dayton, and Big Four railways within city limits. The plan lowers or raises crossings at Winton road Station avenue Mitchell avenue Fairview avenue Este avenue and more, totaling 35 for the C H D and 18 at B and O with additional measures targeting Norfolk and Western and other streets. A provision also aims to abandon the Deer Park power house and allow trolley wires along certain avenues.
In Belleville Illinois Henry C Link saloon keeper was shot dead during a dispute over ten cents. John Trappe fled but investigators and a coroner's jury found Trappe responsible for the killing.
The Republican Senatorial Convention for the Fifteenth and Sixteenth Districts met at Buckeye Lake. Atwell of Licking County won on the second ballot after Delaware County shifted support. the tally stood Overturf 0, Atwell 67, Ransbottom 38, Burley 12. This 1472nd ballot concludes a drawn race that began at New Lexington and ended in Buckeye Lake.
At the Grand Army of the Republic thirty ninth encampment in Denver a parade featured naval veterans and troops from Ft Logan. The National Association of Ex Prisoners of War elected officers led by National Commander J D Walker and John Kissane as senior vice commander. The Dalzell pension bill with service pensions for ex prisoners was endorsed. Shiloh survivors formed a national association with Major S K Hooper as president.
The treaty of peace between Russia and Japan was signed at 3:47 pm in Portsmouth New Hampshire. Salutes at Kittery Point marked the moment as M Witte Rosen Komura and Takahira spoke of peace and good relations.
Atlas Bean died and Dwight Bean was fatally injured at the Richfield Fair horse races. About 200 people were thrown down as a bolt of lightning struck a crowd of 1,200, sending horses running and many spectators briefly unconscious. Darius Nelson and Thomas Brown also suffered serious effects.
Charles L. Kurtz former Ohio politician telegraphs President Roosevelt requesting a personal interview to defend Francis B. Loomis ex Assistant Secretary of State. Loomis is accused of securing his 1897 Venezuela minister post through interested politicians and businessmen. Kurtz asserts Loomis innocence of any wrongdoing.
Judge McIlhenny of the St Louis Circuit Court cut the $10 000 claim for eight days' services by Judge Selden P Spencer as receiver of the Peoples United States Bank to 2500 and reduced other claims for a total of 4100 allowed.
Special Dispatch from Boonville Ind Sept 5 John Koch 20 of Millersburg drowned today while swimming Otter Creek after cramps struck him He was the son of a wealthy farmer and perished in the water tragedy in this county
Charles R. Flint arrived on the Kaiser Wilhelm II from St. Petersburg after an audience with the Emperor at Peterhof. He said peace assurances allow Russia to enter a period of great industrial activity and expects duties on American goods to fall, inviting American participation in developing Russia’s vast natural resources.
Oyster Bay reports new arrangements for President Roosevelt to host the plenipotentiaries from Russia and Japan at Sagamore Hill. Both missions wish to return home soon, and it is expected they will visit the President this week.
President James J. Hill of the Great Northern Railroad received a telegram from Baron Komura the Japanese Peace Commissioner stating he will be in St Paul September 15 as Hill's guest. Komura sails for Japan September 20 after his stay.
