An Associated Press dispatch from Taku reports alleged Russian crimes in the Pei Ho Valley during the Peking campaign. Civilians suffer looting, killings, and bayonet deaths while other Allied troops protect property and restore order amid widespread devastation.
The French Line steamer La Touraine docked from Havre with Arthur Valois aboard defending Commissioner General Peck over claims of discourtesy to U S representatives at the Paris Exposition. Valois cites merit for Legion of Honor nominations. Also aboard were Navy Lieutenants Bruenby Howard Moale Jr and Chan en route to report to the Navy Department. Miss Reilly and Mrs Rice Smith arrive, daughter of the late Captain Reilly killed in China.
Chicago report on Sept 2 states Bryan responding to a Press request with a Labor Day sentiment. He says the laborer deserves his hire and urges workers to seek fair shares of production. He also visited Notre Dame University after leaving South Bend.
London dispatch reports Lord Roberts issuing a proclamation that formally annexes the Transvaal to the British crown. The move marks the formal integration of the territory into the empire following the war.
Glasgow reports another death today strongly suspected to be bubonic plague. Nearly 300 cases are under observation as health officials monitor the outbreak.
In a city drawing 843 ballots were cast with 477 in favor and 346 against changing the name of Upper Sandusky. Among twenty proposed names Wyandot led the field as the preferred new designation.

Ex county official J E Vaile of Kokomo Ind owns Dollie a 34 year old white horse that has ridden in presidential campaigns since 1864. bred by John Mc Daniels the horse has headed marshals in early parades and will be ridden by Vaile’s daughter in the Center Township Rough Riders troop this year. The animal known for its mane and tail has never caused an accident in thirty years of family driving.
George W. Warner longtime temperance leader and president of the Blue Ribbon Club died this evening in the county infirmary in Muncie Indiana.
A Pittsburg gathering of window glass blowers and glass workers from the glass districts voted unanimously to defy Simon Burns, president of the Window Glass Workers Association, by refusing to assist in securing flatteners for the Window Glass Flatteners Association. They pledged not to work in plants of the American Window Glass Company where nonunion flatteners are employed, citing union solidarity and the integrity of their craft.
Former Sheriff Charles L. Holman and family, major cranberry growers and shippers, forecast 1900 yields near one million bushels. Last year produced 1,120,000 with Cape Cod leading at 750,000, New Jersey 350,000, Wisconsin 120,000. This year Cape Cod 600,000, New Jersey 300,000, Wisconsin 90,000. South Jersey once led, now Cape Cod dominates.
George W. Vanderbilt starts an endowment fund for the Clarence Barker Memorial Hospital at Biltmore in Asheville North Carolina. The hospital, built in memory of Clarence Barker by Adele Alma Barker and Virginia Purdy Barker Bacon, will have a formal opening next Tuesday.
In Pretoria Sept 1 Mr Kruger and Mr Steyn have gone to Barberton and are suspected of planning flight as the war nears end. General Buller moved along the Lydenburg road and encountered Boer concentrations in the Crocodile Mountains. A Boer command under Theron burned a supply train at Kilp River. Brabant's Horse recaptured prisoners and pushed Boers into the hills. Plumer dispersed a small force east of Pinnars River, taking twenty six Boers and spoils.
Detroit telegraph reports about 400 National Association of Letter Carriers members arriving for the annual meeting. The group says it has 10,000 members in 745 local branches with nearly all federal carriers included. They plan to press Congress for a uniform annual salary of 1200 dollars, above current first class 1000 and second class 850.
Lizzie Moore 21 a longtime Owingsville resident and school teacher died after a long illness marked by stomach paralysis and starvation following a relapse from measles. Attending physician notes death due to starvation despite abundance, after physicians failed to retain nourishment.
The body of Jacob Kobler, 60, was found on the Lake Erie shore with a note tied to a stake warning “At the end of this wire you will find a man.” Kobler had disappeared the previous Monday after informing his son of intent to die by his own action.
The British steamer Masconomo, returning from South Africa, reports 4000 Boer prisoners at St Helena. Captain Mann met General Cronje and Colonel Sheel, noting the inmates are well cared for and comfortable during exile on the lonely island.
Ten Jersey cattle for Brooks Pidgeon of Salem were wrecked in a Big Four railroad crash near the Columbus fair grounds. William Pidgeon was severely bruised and Peter Zumpher of Strasburg is hospitalized. The crash buried the men in debris and many exhibit goods were looted. Pidgeon estimates losses at $2,000.
The transport Lawton, arriving in ballast from Seattle, is to be sent to Cape Nome to relieve destitute miners who petitioned General Randall for transport south before winter. The ship will sail north as soon as ready, likely within days, with accommodations for about 700 men.
Muncie police returned from a week long search for the Keating brothers sought in the murder of Allen Robinson. They raided Charles Duffey’s home near Loblolly swamp in Jay County and found bloody trousers and a blood stained knife. Keating suspects had swapped clothes taking a suit from John Street, a relative at the Duffey residence.
Elder Ephraim Bissinger of Bluffton Indiana, the Zion preacher sent to Mansfield last Sunday, arrived at 11 AM and was detained by police. He was held in the County Jail until noon and sent back to Bluffton on the train with no excitement observed.
