Archangel August 29 The president of the Sovereign Government of the Northern Region of Russia Mikhail Tschai-kovsky tells AP that allied troops are needed to form a screen behind which a new Russia may be created to join the Allies against Germany. He discusses aims and the path to restoration and stability for the eastern territories and cattle.
The War Department denies plans to raise local wage scales beyond prevailing local rates at the South Boston terminal. E M Hopkins says the agreement to pay prevailing scales must not permit local wage hikes. D Al essandro protests that the local 47 1 2 cent rate for eight hours is misrepresented and urges protection of uniform pay.
