Rear Admiral Schley and his flagship Chicago were ordered to Cape Town to observe wartime operations if needed. The cruiser Montgomery will follow after the outbreak of hostilities. The Chicago returns from South Africa and may deploy marine detachments to protect U.S. consulates in Pretoria and Johannesburg.
The police uncover a second body fragment on Staten Island in the West Seventeenth Street murder case. A 12 year old, John Heineman, found a waist to neck section wrapped in newspaper on the Quarantine beach. Links to the victim include a shirt marked J J Neuman and laundry code 183 found with the bundle from 219 West Fifteenth Street.

Assistant Secretary Vanderlip plans to prepay the entire fiscal year’s interest ending July 1, 190. The November 1 interest will be paid in full without discount, while early payments offer a 0.2 percent monthly discount. About 30 million dollars in interest would be prepaid, relieving tight money conditions and saving the government in the long run.
Evansville Ind October 10 The national reunion of the Blue and Gray began with delays due to camp size delaying opening exercises. About 5 000 veterans from North and South gathered as camp fires and music filled the evening. Governor Mount arrived with escort and Confederate veterans joined in wearing Civil War uniforms. The Olympia, Admiral Dewey's former flagship, reached Boston Harbor from New York after 58 hours in foggy seas. It will be decommissioned at Charlestown Navy Yard as the Stock Exchange and banks close from Friday night to Monday morning for the celebration.
