Sixteen balloons sail from the Tuileries in Paris as Count De la Vaulx and two Americans Santos Dumont and Frank P Lahm lead a Gordon Bennett Cup aero race. Winds are light and the test shifts to endurance with a prize list totaling thousands of dollars and multiple cups.

The old wooden steamer City of Concord with three barges in tow sank in Lake Erie off Huron Ohio after a Saturday night storm. Three of the twelve crew drowned and nine survivors made a perilous five hour yawl voyage to Cedar Point then walked to Huron exhausted seven hours later. Drowned were Frank Peters John Wiser and Roy Wakefield. Captain Charles McEder son of Buffalo commanded the vessel built thirty eight years ago.
Special Dispatch reports U S forces are mobilizing with a first expeditionary group of about 5 600 men to land in Havana next Saturday as a precaution. Marines and bluejackets will protect American interests while President Roosevelt and the provisional Cuban Governor Taft supervise order and life property protection. A second force of equal size is prepared and could be deployed if needed.
On September 30 the court martial decisions for the Cronstadt mutiny last August were issued. Leader M Onioko faces deportation and loss of civil rights. Nineteen sailors are condemned to death, twelve to life, 120 to four to twenty years, and 429 others to disciplinary or civil terms.
In Havana on Sept 30 Brigadier General Funston led a disarmament plan for Cuban revolutionaries. 450 Marines landed at Cienfuegos to calm tensions as Senor Palma prepared to leave, with Taft arranging courtesy transport. The program calls for armless rebels to return horses and arms to battalion commanders while government rations begin in rebel camps.
In Hamilton Ohio Edith Hummel ten is struck by a discharged loaded shotgun aimed at a dog under a bed. The shot wounds her left foot and ankle requiring eventual amputation at the hospital. The incident echoes a family tragedy two years earlier when her grandfather Adam Hummel killed his son and then died by suicide.
Frank Schiller, 52, was sentenced by Judge Merritt W. Pinckney to a maximum aggregate term of forty years for attacking at least four young girls. The sentence combines twenty years plus an indeterminate term of one to twenty years, to be served concurrently to remove him from society.
Secretary Root arrives with Mrs Root and children aboard the naval vessel Sylph in Washington. He is greeted at the navy yard by Adee Wilson Denby and Babcock and returns to Sixteenth Street home. Root declines interviews and will resume State Department duties tomorrow.
The Weather Bureau reported another tropical disturbance approaching the Yucatan Channel from the east. No information on its intensity was available. The alert came from Havana based Belen College of Jesuits, which operates several weather stations.
