Wilson may end the extended cautious stance after appealing to the American public for relief funds. The move signals a shift in policy and potential new measures to address ongoing economic or humanitarian pressures.
President Wilson plans to issue a statement within days warning the warring Mexican factions that relief is needed or the United States may use armed force. The move follows a Red Cross appeal and a deadlock with Mexico’s leaders over famine relief. Officials say the aim is to protect civilians and keep transport routes open while negotiating with Germany continues.
German submarines sink the battleships Triumph and Majestic while targeting British and allied shipping around the British Isles. Cadeby Spennymoor and M Ivossvall are sunk with losses reported. After a seventy two hour search for Dr Charles Le Roy Richardson of 10 Fernwood street Cleveland Ohio who vanished while with his father on Mount Wachusett Worcester Mass a Princeton posse and other crews exhausted their efforts failing to find him. Dr Richardson one of John D Rockefeller’s physicians was on his first vacation in thirteen years and his father could not locate him after a ten minute absence.
Berlin awaits German reply to American protest on submarine warfare. Washington notes two week silence fuels speculation amid reports Nebraskan torpedoing claims and possible German notes. Officials worry delay could affect talks and risk American lives in case of a suspension.
A radio dispatch from San Francisco says the Steamer Mackinaw is afire off Point Reyes about thirty miles north of the city. Coast guard cutter McCulloch moves to assist as the vessel, built in 1891 and owned by Atlantic Transportation Limited, sails from the port for Portland. Captain Krebs is in command.

Secretary Daniels names Captain A W Grant to command the Atlantic submarine flotilla with broad supervision of submarines worldwide. Grant will take over next month from his flagship Texas assignment, with Commander Yates Sterling as assistant.

The Public Service Commission adopted a resolution requiring 17.78 inches of seating space per passenger on New York elevated, subway and surface cars after 809 experiments. Transportation companies were notified to provide this space going forward.
The U S cruiser North Carolina is aground in the outer harbor of Alexandria Egypt. Captain Joseph W Oman reports the ship is undamaged and dredging will be used to release her with operations to follow.
