The Admiralty in St Petersburg says little confirms a Manila report of Togo’s defeat south of Formosa. Best-informed naval circles doubt open battle, expecting Togo to keep contact via fast cruisers while Rojestvensky sails farther into the Pacific.
Official reports from Vigan dated May 20 indicate over fifty ships seen off the east coast of the Balan Islands sailing northeast. The vessels are believed to be Russian. The Balan Islands lie roughly midway between Luzon and Formosa.
Paris dispatch reports the Foreign Office and the Russian and Japanese Legations have no information confirming a Manila rumor of a naval engagement between Russia and Japan.
A Japanese squadron defeated a Russian detachment northwest of Gunshu Pass on May 22 and pushed toward Tanziatun the next day. Kuropatkin arrived with a formal reception while nursing staff were added to the crowd in a scene of orderly, elegant platforms at the border railways.
Mayor Weaver seizes Public Safety and Public Works offices with four detectives guarding both posts. Directors Smyth and Costello resign. Supreme Court lifts injunction, allowing new appointees to serve. Dunne of Chicago sends congratulations praising the move against the old organization.

Chicago authorities reported no call for troops as 3600 deputy sheriffs and 2700 police remained on duty. Officials welcomed limited labor unrest in the lumber district while fearing a broader strike could paralyze building trades and trigger wider disruption.
Four people die in a grade crossing accident on the Pennsylvania Lines near Louisville and Canton Ohio. Victims include Mr and Mrs Gustave Miller of Louisville and guests Mrs Howells and her daughter Anna of South Bend Indiana. Coroner Harry A March called to scene.
Mary Pierson Murray files for divorce from her first husband Edward Murray after losing a divorce suit against her second husband Harry Bell. The court found Murray alive despite her claim of his death in the St. Louis tornado and annulled Bell’s marriage. Murray deserted her in 1893 and is now living with a second wife, unknown to her.
SAVANNA Ill May 25. Wealthy merchant, believed the wealthiest man in Savanna, H. Pulford, shot himself after being questioned about the revolver tied to the death of Attorney Daniel S. Berry former Illinois Legislator. Pulford had denied knowledge of Berry’s killing and, under stress, went to his barn hayloft and died from a single pistol shot. Pulford rose from poverty to wealth owning real estate and leading the Commercial Bank, and Berry reportedly helped him gain his first big business opening.
