Copenhagen dispatch reports Riga, the Baltic port near Petrograd, seized by German forces. The Baltic naval battle cited, Riga a key industrial hub with about 300 000 residents many of whom were German before the war.
A measure linked to planning NATI faces a setback as it stalls in the House amid party alignment and procedural delays.
The Ohio Eighty first General Assembly recesses until Thursday after about 260 of 1040 bills passed by both houses. The House set 6 pm recess with public bills mostly stalled. the Senate stayed in session. Five bills go to conference committees including redistricting Sprague, rest day Whitacre, auto fire doors Wise, road recodification Cass, and mechanics lien Moore.
Washington May 20 Ohio ranks fourth among States in wealth with total 8.9 billion dollars. New York leads with 25.0 billion, Illinois and Pennsylvania follow. Per capita wealth favors Nevada at 4 865 dollars. National wealth totals about 187.7 billion dollars.
Anton Kupferle, claimed American status and Brooklyn ties, committed suicide in Brixton prison after confessing to spying for Britain’s enemies. He wrote a slate message praising his trial fairness and stated he could not bear to face the scaffold as a spy. He sailed from New York February and was arrested in London February 16.

The Post Office Department issued a fraud order against the Rex agency in Cleveland and Rex Company of Penn Yan New York for a scheme offering paid letter writing jobs with ink and pen purchases. Patrons deposit $1 receive a circular and form letter to recruit new agents with a 50 cent commission, a system the department labels a lottery with profits from selling pens and ink. The practice targets remittances from unsuspecting applicants and depends on how far their efforts progress.
Allied dispatches describe intensified pressure around Przemyśl as Austro German forces press to seal the siege. Russian positions along the upper Dniester yield prisoners while fronts from the San to Galicia show mixed progress amid weather hindrances.
London May 20 In an effort to correct what the government believes to be a misunderstanding of Great Britain's attitude toward American ships and American cargoes in other domains, officials sought to clarify policy and tensions surrounding neutrality and trade restrictions.

British trawler Chrysolite sunk thirty miles off Kinaird's Head. crew rescued by a Norwegian steamer. The Crimond crew were landed at Wick after a German submarine attack. an engineer reported forced pipe cutting to flood the vessel. Norwegian steamer Marcopa hit a mine head on in the North Sea but cannot require assistance.
Cincinnati's Italian community grows eager to serve as Italy enters war. Citizens travel at own expense with few official orders. consulate says mobilization word pending, but expects government aid after formal declaration. Strong patriotism prompts many to consider leaving for Europe to support Italy.
The West Virginia House of Delegates adopted a resolution urging Georgia Governor to commute Leo M. Frank’s sentence to life imprisonment. The action mirrors a prior similar measure.
In Venice on May 20 the Austrian steamer Kosulich attempted to flee the port but was halted by an Italian torpedo boat which warned of sinking if she did not return. The captain was arrested upon returning. The ship reportedly carried contraband. The Austrian Consul urged other Austrian vessels in port to leave, but captains chose to stay rather than risk returning to Trieste.
In London May 20, the Italian Chamber of Deputies approved extraordinary war powers by a vote of 407 to 74 with one abstention. Premier Salandra announced war policy as the fleet and army prepared for battle, with rumors of clashes and potential strikes against German and Austrian targets in Genoa. Balkan states are seen joining the conflict. Bulgaria likely with Austria and Germany, Greece and Roumania with Italy and the Allies.
