A Minneapolis or Cincinnati paper reports a war department scandal prompting an inquiry. One American is among the dead after a Dutch liner explosion off the California coast. The piece notes a request for investigation and claims of alleged improprieties within the department.
The Batavier V, a Dutch steamer, was blown up off Tuesday with four lives lost. American citizens Luigi Manchini killed, Samuel Howard Comstock and John Joseph Kaleta rescued. Comstock reports a mine may have sunk the ship. others landed at Yarmouth. Manchini was a New Mexico National Guard major and deputy sheriff.

The Southern storm nears the Maine coast with heavy rains and gales in New Jersey, Eastern New York and New England. Frosts noted in the Northwest. frost warnings issued for Wisconsin, Iowa and Dakota regions. temperatures remain low regionwide.
A Senate floor attack on Britain over Irish rebel executions is aired by Senator Borah. In London, Sir Roger Casement and D Julian Bailey face high treason charges after alleged plans to land arms for Irish rebels. Bailey claimed protective guarantees and identified a planned transatlantic shipment involving a German liner and a submarine.
Paris May 17 report notes Russians have arrived in France alongside soldiers from thirteen nations including England Ireland Scotland Wales France Belgium Russia India Canada Australia New Zealand Algeria and Germany forming a diverse allied force on the west front.

In Cleveland on May 17 Dean Edward T. Bosworth of Oberlin College called selfish prayer worthless and said prayer is total touch with God for service to man. He noted natural laws aid prayer and that prayer is a process through which God plants thoughts. Rev. E S Rothrock was re elected as Superintendent of the conference.
Commercial Tribune dispatch from Washington May 17 reports a surge in peace talk across diplomatic circles. President Wilson listens closely and may back a neutral-country conference if allies show willingness to negotiate. Central powers seek peace while Britain France and Russia push to continue fighting.
New Rochelle sculptor C H Nie haus and Brooklyn architect BE Warren will erect a 75000 dollar statue to Francis Scott Key at Fort McHenry reservation in Baltimore. Secretary of War Baker announced the selections today.
The State Board of Pardons declined to recommend commutation for Jose Buenrostro and Melquiades Chapa two Mexicans linked to Texas border raids who were convicted of murdering A Li Austin and his son Charles at Sebastian Texas. They face execution by hanging in Brownsville Friday unless Governor Ferguson acts.
A San Antonio dispatch reports 800 Yaqui troops moving north with aim to wipe out General Sibley's command. Carranza and Villa forces near Torreon unite to pursue the gringoes. Funston says movement aligns with Obregon policing plans south of Boquillas. Reports of a terror reign after American withdrawal include attacks on Chinese and others aiding the gringoes.
