Peking announces delegation talks reached terms with bandits at Licheng on May 12 13 including withdrawal of troops and enrollment of bandits in the national army. Captives are to be released as terms are carried out with consuls reporting a Wen threat to kill if unmet.
Message from Tsaochwang reports captives near release as relief forces approach within ten miles. Major Roland Pinger and two officers urge rapid withdrawal. letter warns of danger if troops delay and requests European food.
The Industrial Workers of the World strike ends in Oregon and Washington while continuing at San Pedro California. About 15 000 of 40 000 Northwest lumber workers quit, one death reported in Washington. In California strikes occur in lumber camps and 3000 longshoremen quit at San Pedro tying up shipping. Police raid in Los Angeles nets 26 I W W card holders, including Rev F R Wedge.
Thomas Harrigan aged 50 of Covington Kentucky fell down steps at the Dixie Terminal. He fractured his skull and while conscious briefly at the hospital his condition remained critical. Police were summoned and he was taken to General Hospital for treatment.
The Brotherhood of Painters Decorators and Paper Hangers of America District Council of New York authorized a general strike of 10000 union painters effective Monday May 21 after a membership vote. The union seeks a five day week restoration of collective bargaining and a wage increase from nine to ten dollars per day with backing from the Building Trades Council led by Michael J Coleran.
London May 13 Labour organizations held a Hyde Park protest against the British ultimatum to Russia. Processions from the East End marched with red ribbons and flags while a bare headed clergyman led socialist songs. Meanwhile Krassin was reported flying from Moscow to London with a Russian note of about 8000 words expected to be telegraphed to London.
Moscow reports a conciliatory Russian note awaiting British cabinet receipt. It asserts Russia cannot accept the ultimatum but seeks a conference to resolve trawler seizure and Weinstein notes, while inviting London to review misinterpretations. Public mood shows desire to avoid war.
Chicago police arrested four hundred fifty men and women in raids on alleged disorderly and gambling houses last night and today. More than a thousand arrests have occurred in recent weeks under Chief Morgan Collins as raids continue across the city.
David Rogers Covington motorcycle cop was thrown into the path of an oncoming car after accelerating to pass a northbound vehicle on Madison pike. Four men narrowly escaped injury when their car plunged twenty feet down a hillside embankment on Hill Side Avenue early yesterday morning. Police rushed to the scene as bystanders reported the crash and aided the shaken occupants.
Ford Motor Company will erect a garnet quarrying and finishing plant on a 200 acre Danbury New Hampshire site. About 600000 dollars funded the purchase from Garnet Grit Company, with Nathan C Harrison as agent. The company will mine and ship garnet to Detroit rough until the Danbury facility is finished.
Skeletons of Colonel Francis H. Marshall and Lieutenant Charles Webber were identified from Cuyamaca Mountain wreckage near San Diego. The crash, likely caused by engine trouble, left both men dead instantly after flames spread from the burning plane, with a cap bearing Webber’s name found among the debris.
A car crash on Lincoln Highway east of Wooster Ohio killed Arthur Staugh a 45 year old and Mrs. Anna Zimmerman a 32 year old and seriously injured Forest Koontz 26 driver. The four horses were being moved to Canton by Russell Malcuit who rode one and led three. The auto reportedly traveled about fifty miles per hour and the victims may have been killed when a horse freed itself.
In New York May 13 Noah Lerner was arraigned on information linking him to the 1920 Wall Street bombing. Held without bail, hearing set for Thursday. Police report an I W W card found. Lerner claims Soviet Kuzbas Colony ties and seeks full investigation. Lawyer Julian D Rosenberg expects authorities may drop charges after further inquiry.
In Fremont Ohio on May 13 9 year old George Kenneth Shriner slipped into Muskellunge Creek while fishing with his 15 year old brother Robert. Robert jumped in and fought exhaustion to reach shore using vegetation for support. Firemen dragged Muskellunge Creek for four hours to recover the boy's body.
Colonel Sidney A. Cleman United States Army retired died suddenly at his London home while serving as ambassador Whitelaw Reid in London, a recipient of the Distinguished Service Medal and the Croix de Guerre.
John B. Lucas 67 born in Hanover Germany died at his home at 9 oclock yesterday. He owned J B Lucas Harness Co and held positions in St Aloysius Orphan Asylum Catholic Foresters Cincinnati Knights of Columbus and National Retail Harness Makers Assn. Survived by widow Elizabeth and three children Anna Frederick Paul funeral pending notification of Fred. Service at St George s Church and burial in St Mary s Cemetery St Bernard.
In Paris on May 13 gales wrecked twenty balloons entered for the Aero Club of France Grand Prix. Several balloons were smashed at the Tuilleries Gardens. others headed for Germany and Russia after difficult takeoffs. No lives were lost. Competitors include France Belgium Italy with Lt Ernest de Muyter among favorites. German authorities warned pilots of immediate arrest without valid passports.
Lindsay Rufus Brookins 43 a World War veteran and dentist of 1132 Poplar street died at 7 20 this morning from gas poisoning received in World War I. He served with the Canadian army and was gassed in France in 1916. Survived by wife Julia Brookins and sister Mrs Henry Maiback, both of 1132 Poplar street.
The Rockefeller Foundation reports total expenditures of 76,567,630 over its first decade, drawn from total income plus 17.5 million from the principal. It pledges 15 million for future medical schools and public health projects and details major contributions to public health medical education war relief and other philanthropic work.
A couple's quarrel ends in tragedy as Samuel A. Nelson dies in a fire at their Ohio farm near Mansfield after a struggle with his wife over a rifle. Mrs Nelson, who is wounded, saved their two children and later killed herself, with a post mortem planned to determine death cause.

A prowler at Orchard and Holman eludes capture and a head injury prompts a visitor seeking arrest. The night ends with the watchful officers shutting down phones for peace.
Washington May 13 The Treasury reports cash subscriptions and exchanges exceed a billion dollars for the refunding of Victory notes and maturing certificates. Subscriptions for cash are closed except for a few days more for exchanges. Final total may not exceed 500 million. A new short term issue of up to 250 million will be floated in June. Secretary Mellon projects debt at about 22.4 billion by June 30, down 1.6 billion in two years.
Cleveland Ohio May 13. Police linked the killer to a jersey sweater found in the victim Rubin Fineglass store. The 30 year old clothier died of two gunshot wounds after a confrontation over a sweater allegedly worn by the assailant.
An argument at a soft drink parlor on Oakley streets ended in a shooting. Thomas Hamilton, 35, of 4218 Thirty third street Oakley, has a buck shot wound in the left arm and is charged with disorderly conduct. William Tigner, a Negro of 333% North street Oakley, faces charges of disorderly conduct and shooting with intent to kill. Monted Policeman McArthur made the arrests.
In Geauga County Ohio the burned mace and uniform fragments with the brass number 14 are linked to Patrolman Dennis Griffin who was kidnapped Friday while escorting John L. Whitfield to a police station. Investigators expand search toward Bryan Wauseon and Napoleon as they track Whitfield and a woman. a shovel borrowed by Mrs. George Briel is tied to the case.
Charles B. Manville founder of Johns Manville Inc. says in a Pleasantville statement he was never employed by Myrtle B. Hayes and never lost money to her. He confirms a one hundred thousand dollar note for a barge venture was canceled with minimal expenses. He does not know if Hayes used his name without permission. He denies his son had any dealings with Hayes.
Charles Raymond Duncan 42, an actor from Chicago who appeared at the Palace Theater, was arrested by Detectives Hayes and Bullerdick on a Stella Glenn of Dayton warrant charging him with failure to provide for a three year old child. Miss Glenn alleges Duncan is the boy’s father. he denies it and left Cincinnati after posting bond for Cleveland.
