General Korniloff, commander of the Petrograd garrison, resigned amid clashes with the Executive Committee over wartime control. He stated the position became impossible due to committee interference and said others must take responsibility. He will return to the front to lead an army.
Carrie Stevenson is slain by her estranged husband Culburt Stevenson who then shoots himself. Their 10 year old daughter Lorraine witnesses the murder. The couple had separated multiple times over years and lived in Cincinnati after earlier moves.
Ohio Kentucky Indiana Tennessee and West Virginia fair Monday and Tuesday with little temperature change. London reports say the Zeebrugge bombardment by British air and naval forces on Saturday evening caused heavy damage to the submarine base. Sixty three killed and about one hundred injured as two submarine sheds were blown up.
A seven hour blaze ripped through the submarine building department at Wilhelmshaven, the imperial naval base in the North Sea. The entire district was sealed off, with the fire reported as severely damaging the plant and prompting closure of public access to the harbor area. Wilhelmshaven, Hanover province, hosts eight large dry docks and multiple floating docks and pontoons for torpedo boats and ships.
Washington May 13 The Federal Shipping Board announced the first contract under the $1 billion program to Los Angeles Shipbuilding and Drydock Co for eight steel vessels of 8,800 tons to be delivered in 1918 The board seeks 250,000 tons more steel and wood tonnage and aims to have at least 1,000 ships built within eighteen months to combat the German U boat threat Bills in Congress seek an initial $400 million with later requests totaling more than $750 million and more if needed.
British and French reports describe fierce fighting on the Arras front with Bullecourt and Roeux under assault. British advances north of the Scarpe and prisoners taken, while German and French statements claim heavy losses for attackers and several counter actions repulsed.

Amster dam May 13 Adolph von Batocki president of the Food Regulation Board in Germany has asked permission to resign after severe Reichstag criticism of his food supply administration. Berlin telegram says retirement may be announced, a blow to Conservative party leaders.
Amsterdam reports The Hamburger Fremdenblatt says German naval engineers have perfected a method to raise sunken ships from the sea. Special salvage vessels will operate, even in storms, with February wrecks valued at about 130 million dollars, promising work and profit after the war.

The American steamer Mongolia returns from Europe with news of a second encounter with a submarine on May 4. Lieutenant Bruce M. Ware says a lone gun shot was fired at a suspected torpedo wake and a previous April 19 hit destroyed a U-boat periscope, leaving the submarine unseen afterward.
