General Carranza and his cabinet decide to make Saltillo the provisional seat of government after Tampico falls as plans for a march on the capital are announced.
Special Dispatch reports General Carranza plans a fighting march toward Mexico City after Tampico falls. Rebels under Prieto press a renewed attack while the Federal position at Saltillo holds. Refugees flee aboard the Herminoe, with movement toward Vera Cruz underway.
The nation mourns nineteen bluejackets and marines killed at Vera Cruz as New York joins the tribute. President Wilson, arriving from Washington, rode behind the last funeral car as crowds lined the Battery to the Brooklyn Navy Yard. He spoke of profound grief and pride, noting the quiet, noble duty of the fallen.
Officials protest continued detention of John R. Silliman by Mexican federals prompting Bryan action. The prompt calls for the immediate release and policy response amid diplomatic tension.

Washington May 11 the subcommittee investigating Judge Dan Thew Wright formerly of Cincinnati heard an all day airing of the Rauscher divorce case. George H MacDonald testified that Wright would have granted Mrs Rauscher a divorce had he retained jurisdiction. He said he had never seen his client in Wrights chambers. Attorney J S Easley Smith testified he saw Mrs Rauscher entering and leaving the judge s chambers. Easby Smith described watching Mrs Rauscher entering the courthouse with Wright present on at least one occasion. MacDonald said Mrs Rauscher s visits were caused by Wright s private secretary Carmody.

In Norfolk Virginia May 11 an engine room explosion on the Old Dominion steamship Jefferson killed a water tender and seriously injured seven crew. A suffragette in the gallery disrupted the gala in honor of King George and the Queen of Denmark, while others dropped leaflets and chaos ensued as passengers were removed. A wrecking tug was dispatched to tow the vessel to Norfolk after it halted near the Virginian Capes.
Lightship No. 82 missing since the November 9 storm in Lake Erie was found on the lake bottom off Point Abino by the government steamer Surveyor. The ship carried six crew members and divers will search the hold for bodies as weather allows.
In London the suffragette movement disrupts a Royal Opera House performance at Covent Garden as a suffragette shouts at the king during the theater event. The incident occurs on May 11 as Special Cable reports from London.
