General Miles intends to invade Cuba and pass Cape Haitien with the aim of capturing the enemy base of supplies. If the Spanish squadron stays away to engage the fleet, the operation proceeds. Sixty thousand United States regulars and volunteers will go to General Gomez's aid within ten days.

Washington May 9 Major General Fitzhugh Lee is named the first Military Governor of Cuba. He met at the War Department with Secretary Alger and General Miles to act as adviser to Alger for two weeks. He will have a private office near the Secretary and may visit mobilization points. After Havana falls he will command from Havana and hold temporary dictatorship until Cuba establishes a republic and stable government.
Special Cable to the Commercial Tribune reports the auxiliary cruiser Mineola patrolling two miles off the Cojima batteries near Key West May 9. Early dawn saw Spanish guns of 12 inches at the fort embrasures fire a shot, sending a smoke cloud skyward as the cruiser came under attack.
Day after tomorrow the First Regiment of the Ohio Volunteers will move to Chickamauga with three infantry regiments, three batteries of light artillery, and eight cavalry troops. Governor Bushnell pressed War Department for prompt orders, but received no reply. Plans assign regiments to Chickamauga, Washington, and coast defense roles, with Camp Bushnell in the Lakes Department awaiting possible movement.
The torpedo boat Winslow fought three Spanish gunboats off Cardenas Bay. She disabled one and escaped unscathed as her crew cheered, displaying defiant colors in a sharp engagement reported by the New York Journal dated May 9, 1898.
Madrid dispatch reports Spain’s Premier Sagasta detailing the Manila defeat and war costs, urging national unity and parliamentary support. He cites financial strain, colonial costs, and U.S. power, while warning adversaries may fuel insurrection. Sagasta frames responsibility as shared and anticipates retreat if defeat looms.
Madrid May 9 Although the army dominates the situation in the provinces by relentless troop actions, disturbances grow. The authorities depend on military force to retain control, while talks among generals suggest Sagasta’s cabinet may fall. A military led government and cabinet reshuffle are anticipated, with Martinez Campos likely to lead and Weyler possibly taking a key post. The war’s continuation worsens working-class distress.
Cape Haitian Haiti May 9 The American squadron arrives off Haiti with four white ships and two torpedo boats. The Anita yacht visits the harbor for coal as excitement runs high. The Spanish consul protested to President Sam at Port au Prince while Sampson cables Puerto Rico asking for a pursuing gunboat.
Boston dispatch May 9 reports a long low rakish craft seen about 600 miles east of Boston by the liner Roman. The unnamed vessel, unflagged and possibly Spanish, prompted naval officials to seek full details from the cruiser Columbia and await Washington’s word.
The Navy Department reports Sampson's fleet off Puerto Rico and a Spanish fleet passing south of Lisbon at 9 am. The second section is believed to be near Cadiz, while the first section is on this side of the Atlantic, including the Vizcaya Oquendo Christobal Colon Infanta Maria Teresa and torpedo boat destroyers Furor Terror Pluton.
Rear Admiral Sampson reports his squadron off Cape Haitian to the Navy Department. His two aims are to reinforce Captain Clark aboard the Oregon and to keep vigil against a Spanish fleet expected from the Cape Verde Islands, possibly bound for San Juan Puerto Rico.
