Washington March 30 Jerry S. Heath known as the father of rural free delivery and a prominent editor and publisher died at his home after a six week illness. He helped start the rural free delivery program in 1897 under McKinley and later held posts in publishing including The Salt Lake Tribune and The Cincinnati Commercial Gazette. Heath was born in Muncie Ind August 31 1957 and helped shape early rural mail and newspaper ventures. He resigned as Assistant Postmaster General after expanding rural delivery from 425000 to 103000000 in 1925. He also aided Benjamin Harrison’s nominating campaign and led various newspaper ventures in Washington. He returned to Washington after leaving postal service.
