Washington dispatch reports the administration pushing Cuban reciprocity while Senate balks at brevet promotions for 600 officers. It notes War College plans, War and Navy budget items, retired officer scrutiny, and a bribery probe tied to a fake news agency.
Washington reports that Hon. H. Clay Evans submitted a resignation as Commissioner of Pensions on March 15 1902. The President advised he stay until a successor is chosen and a suitable promotion is offered in return for his valued service.
About 1,500 Boers under Delarey and Liebenberg attempted to break British lines near Klerksdorp. Although 179 prisoners were captured, many burghers slipped through gaps, aided by rapid British pursuit and a daring Boer ruse. The Scottish Horse recaptured guns from Von Donop's convoy as Canadians faced heavy fighting.

In Sofia Bulgaria March 28 Turkish forces attacked a Bulgarian post near Saratach. One Bulgarian soldier was killed and several wounded. The Bulgarian garrison received reinforcements from two companies.

Madeline Kempf an eighteen year old girl suffered severe scalp injury at Gahana's wrapper factory in Toledo Ohio. Her hair caught in a shaft pulling her down tearing scalp from eyebrows to ears. She was taken to St Vincent's Hospital where doctors stitched the scalp and consider grafting.
Milwaukee March 28 a special from Tomah Wis says Senator Marcus A Hanna has written to C W Croty stating he is not a candidate for the Presidency in 1904 and asks friends to discourage any movement toward that end In a March 22 letter Hanna thanks Croty for the compliment and says he is not a candidate and asks his friends to discourage moves toward nomination
In Columbus Ohio March 28 1913 senators including Messia Kleybolte Wulsin and Davis visited for Moore’s state depositories bill to place 5 million in banks and boost revenues. Friction rose between Senate and House over Willis corporation tax and Moore’s filibustering while redistricting rumors sparked denials from McKinnon and Paynter and others.
