Allies warm to Washington’s push for disarmament of merchant ships amid fears of pledges and penalties. Officials advocate swift action while labor and political factions weigh risks and potential concessions.
Washington reports that all Entente powers have rejected the State Department circular proposing a modus vivendi to disarm merchant ships while the U S seeks a pledge from Germany not to attack unarmed ships without warning. Officials indicate the allies oppose any change in neutral conduct and may limit port access to ships deemed usable offensively.
Dr Arthur W Waite is detained on suspicion of murdering John E Peck 72. Arsenic in the stomach of Peck who died early March 12 at the Waite apartment in New York City. Peck built a $2 000 000 drug fortune in Grand Rapids Michigan. Peck's wife died January 30. will leaves estate to Percy Peck and Mrs Waite equally.

Bellaire Ohio March 24 John Moore president of the miners union in Ohio told the Subdistrict No 5 United Mine Workers convention that eastern mines will not be tied up by the engineers and firemen strike and that miners will return to work. He said two unions at a mine cannot be tolerated and since engineers have been invited to affiliate with the United Mine Workers the miners will not act in the strike. Reports indicate little settlement progress and about five thousand men idle. The Scale Committee was elected and began discussing demands with operators.
Peter Skribner of Toledo is declared insane and will be transferred from the penitentiary to the Lima State Hospital within days. The State Board of Administration announced the change after Governor Willis commuted Skribner’s sentence from execution to life imprisonment about a month ago.
Junior Officer Ormond C. Pailthorp shot himself in his cabin on the USS Saratoga at Puget Sound Navy Yard. He was the son of Judge C. J. Pailthorp of Petoskey Michigan.
