American troops have moved south of Guzman and twenty five miles east along a line with Ascencion and Janos. The column does not advance toward Guzman, instead relying on the Guzman garrison to secure points eastward from the area near Columbus, New Mexico.
Runciman says Britain’s new shipping restrictions force the United States to act due to a critical shortage of ships.
A broad ban on private luxury imports will be issued by the British government, affecting autos, musical instruments, cutlery, hardware, yarns, chinaware and soaps among others. Walter Runciman said the move aims to free shipping space for essentials amid wartime tonnage shortages.
New York report says steamship Kanawha bound for Rio Janeiro from New York sank offshore. A boat load of sailors were rescued by Santa Marta. seven men remain missing. Kanawha sailed March 11 from New York via Norfolk toward Port Arthur and Rio Janeiro. The 2 182 ton steel steamer, built 1902 at Port Huron, was owned by L Powell of New York and commanded by Captain Bertram A Rigoulet.
In Toledo former Mayor Carl H. Keller was discharged after fifty four hours of deliberation with no verdict on charges of accepting a bribe in connection with city fire apparatus. Keller said he would seek a new trial to clear his name.

Hay bill seeks regular army 140000 with 20000 more, federalization of national guards to 400000–500000, expanded officer training, cadet corps 3000, civilian camps, and school military instruction.
London dispatch reports Brazil has seized forty four German merchant ships totaling 12 000 to 20 000 tons after internment at the outbreak of war. Fourteen held in Rio de Janeiro and twelve, including the Bluecher, interned at Pernambuco. The seizure spurred talk of a German war against Brazil and a possible Monroe Doctrine clash.

The Dutch government will issue a strong note of protest to Berlin over the Tubantia sinking. Officers’ evidence suggests a submarine torpedo attack with no warning, 377 survivors landed at Dutch ports, at least ten missing, no American lives lost, ship valued at 1.6 million dollars with 1.24 million dollars insured. In Oberlin Ohio March 17 the Board of Health sworn out a warrant for Dr J M Garber of Mansfield on charges of violating quarantine. He allegedly removed his son Q O Garber a 20 year old Oberlin College sophomore ill with scarlet fever from the dormitory to Mansfield by electric railway, endangering many passengers.
Washington reports that Germany is expected to disavow the torpedoing of the French liner Patria if a German submarine is shown to be responsible, while denying any U boat role in sinking the tubantia. Officials say a disavowal may not satisfy the United States and a note of inquiry to Berlin and Vienna may follow after evidence is reviewed. Consular reports are asked to cable details promptly.

Ellsworth E. Fout, 48, dies in a house fire at Claysville with six of his children aged 4 to 18. His wife Mrs. William Shearer and the newborn infant are spared. Shearer is badly burned while attempting to rescue them. Fout saved his wife and infant before dying in the fire.
The cruiser Brooklyn departed Manila under sealed orders with unknown destination. Navy officials denied reports it headed for Shanghai or Mexican waters and said the move has no connection to the European war.
London reports three airmen Lieutenants Johnstone Beaumont and Laidlaw were killed yesterday in accidents during experimental flights.
The funeral train bearing United States Senator Benjamin E. Shively arrived in South Bend Indiana this afternoon. The body was taken to the Shively home with Mrs Shively and family and Vice President and Mrs Thomas R Marshall in attendance.
