Four lieutenancies to be filled from among about one hundred applicants. Major Vandegrift is expected to become the paymaster. An Eaton man, Colonel Robert Williams, lands a 43,500 position in the Internal Revenue Bureau.
Special Dispatch reports the War Department will allot one paymaster to Ohio and four lieutenants overall to the state under the reorganization. Major Vandegrift of Cincinnati likely to be the sole Ohio paymaster. most other applicants aged out or will be discharged. Competition remains fierce with over a hundred applicants for four spots and political pressure from Ohio’s Senators and the President. The process hinges on age limits, examinations, and potential presidential choice if Senate recommendations lag. Washington March 8 A naval department discovery shows the army of armor for the Maine Ohio and Missouri battleships along with four monitors may not be purchasable under the current act due to a wording error. Armor makers are tied to existing contracts and cannot take new work until next February, potentially delaying the ships authorized now but not those newly approved.
Justice of Peace Edward L. Helwagen testified in Columbus court that John L. Sutton of Bellefontaine offered him a bribe and bribes to several jurors to obtain favorable justice. Sutton, claiming to seek $299 from Ellis Suiter, left the courtroom during the disclosure.
Mme Charles Bianchini wife of the noted scenic artist was found guilty of attempting to poison her husband and sentenced to five years of penal servitude. As she left the court she tried to stab herself with a hatpin in a failed suicide gesture.
W J McNamara, a Fayette County magistrate, is convicted of shooting George Knickerbocker and sentenced to three years in the penitentiary. The case followed public outcry after King McNamara killed Jacob Keller, with eight indictments and a hung jury in earlier charges. Three of the five McNamara brothers have killed men, and one is a councilman.
Evansville Ind March 8 A three year old girl daughter of James Fitz william was attacked on the street by a large bulldog. She was badly chewed about the face and faces likely permanent scarring if she survives. The dog question has long been a political issue in the area and this latest assault may renew the spring campaign debate.
In St. Louis on March 8 police seek Michael Borschiz at request of William and Joseph Borschiz of Buffalo New York. Report says a fortune of 100000 dollars awaits him though no trace of their father has been found since he arrived in 1874.
Rome reports the Tribuna cites China offering a written apology to Italian Minister Martino via Sir Claude MacDonald for Tsung-Li-Yamen’s stance on San Mun Bay Che Kiang as Italy’s desired naval base. Peking states Britain warns repudiating the railroad contract will invite retributive action and recalls Salisbury’s assurances to China.
In Peking on March 8 authorities believed Russia reiterated its protest against the British railroad loan. The intention appeared to be to ground a complaint against China and seek compensation, territorial or otherwise.

Governor Bushnell issued clemency for Silas Workman of Mt. Vernon who had not entered prison, after a church dispute where Workman, aiding a Methodist committee, was assaulted by the boy's father with a club and Workman injured him with a knife.
A nitroglycerin bomb eight inches long and one inch thick, sealed at both ends and stamped nitroglycerin, was found today in front of the Hikox office building at the corner of Euclid avenue and Erie street. Police stated the device contained nitroglycerin and withheld further details. The building houses the Nickel Plate and Cleveland, Lorain & Wheeling Railroads along with numerous offices and stores.
In Lexington on March 8 the Democratic State Central and State Executive Committees fixed the State Convention for Louisville on June 21. County mass meetings to select delegates will be at county seats on June 17. Ollie Ja from Caldwell County was chosen to fill the vacancy caused by Goebel’s removal. James Lives in Mr. Stones district backs his gubernatorial bid. Urey Woodson urged a campaign fund. The Third District Railroad Committee will nominate a Railroad Commissioner candidate at Winchester on April 26. delegates to be chosen April 15 at county seats.
San Francisco March 8 W Botkin, husband of Cordelia Botkin, convicted of murdering Mrs John P Dunning of Dover Delaware through poison candy mailed, today applied for divorce on grounds that his wife had been convicted of a felony.
New York March 8 Thomas Donaldson a Bath Beach diver known worldwide as a champion plunged from Madison Square Garden roof into a tank less than eight feet deep. He lost control struck water head first and died soon after at New York Hospital with a fractured skull and brain compression. Witnesses said loose colors distracted him before the dive. He weighed over 200 pounds and was 45 years old. He had hoped to duel Kearney Speedy next, the world’s top high jumper.
A German steamship Albano reports the loss of the tug James Bowen with twelve aboard including the tug company superintendent after a Monday night gale off Cape Henry. The Albano's second mate perished during a rescue of the mud barge Admiral's crew taken from Norfolk to Philadelphia.
In Columbus Ohio last evening the first Confederate veterans organization in the state was formed. Camp No 1 181 of the Confederate Veterans Union was established marking a new chapter for veterans in the region.

Dr John Raffel, ex-President of the Municipal Council, arrived in San Francisco and said Mataafa Government is provisional authority with international recognition and broad support. A nitroglycerin blast at Garden Oil Company’s Bond Creek well near Ellenboro at 3 pm killed Frank French and Harry Carmichael and seriously injured Louis Carroll John Mahoney and Charles Blair. A farmer named Hopkins suffered minor injuries. French stumbled carrying a squib causing the explosion that wrecked the rig and buildings. French was a leading torpedoist and brother of a prominent oil explosives dealer. Carroll is single, Mahoney and Blair are married.
A Belgrade dispatch reports Russia's Minister to Serbia M. V. Jadevski has been recalled after complaints that he was not invited to a late court banquet. The note appears in the Neue Freie Presse dispatch from Belgrade dated March 8.
