Special cable reports Sir Lionel Carden British Minister urges all British subjects to leave Mexico City due to worsening conditions and fuel shortages affecting trains. He warns women and children should depart, as interior departures become difficult amid a muddled rebel split and mediation failure.
Washington June 29. Mediation and the Mexican revolutionary situation remained unsettled. Officials denied first hand knowledge of Villa withdrawing from Zacatecas to Torreon or a widening breach with the Constitutionalist rank and file. Alfredo Breceda sought Carranza info but received no reply. Breceda and others denied financing links to American interests and National Railways of Mexico.
General Villa, after his Zacatecas victory, moved back to Torreon with his entire army as ammunitions shortage halted the advance on Mexico City. Carranza-Villa estrangement cited by agents as the reason, with Villa barred from importing cartridges and artillery shells through Tampico.
A fast Erie Railroad train near Warren Ohio struck a carriage carrying three people in the early morning. Thomas Winchell age 27 from Green and Glenn Davis age 14 of Warren were killed. Mrs. Thomas Winchell was mortally injured. The victims likely were asleep.
The second annual conference of the Progressive League of Pennsylvania opens in Pittsburg tomorrow with Colonel Roosevelt to deliver the closing speech. Gifford Pinchot, Progressive Senate nominee, and William Draper Lewis, party Governor nominee, will also address the meetings.

A bubonic plague outbreak in New Orleans prompts mass quarantine of a four block radius around the home of Charles Lundene the city’s first victim. Health officers order strict entry controls and a rat extermination drive begins while W W Wilkinson isolated in hospital shows similar symptoms.
Eighteen people including Charles S. Mellen former president of major railways and Frederick S. Moseley were indicted by Middlesex County Grand Jury over financing of the Hampden Railroad from Bondsville to Springfield. Indictments allege conspiracy to loan $45,000 to Hampden Investment Company backed by notes, with bank investment committees named as lenders and alleged misrepresentation of the investment as sound security.
Pennsylvania State Constabulary patrolled Turtle Creek and East Pittsburg after disorderly outbreaks. Captain L. G. Adams addressed crowds and outlined measures to preserve order. Sheriff G. W. Richards requested troopers as strikers’ pickets blocked entry to Westinghouse works. Disorder followed the second walk-out of 200 Union Switch and Signal employees in Swisaxale.
In Columbus Ohio on June 29 negotiations between miners and operators in five subdistricts that had not severed ties will resume tomorrow morning. William Green, International Secretary Treasurer of the United Mineworkers, will lead efforts to set a common wage basis.
Mary Regina Kerr of Louisville files in Indianapolis federal court against Bishop Chatard Bishop Chartrand and others seeking 190000 over alleged forced confinement to a Dubuque asylum and consequent financial losses to hospitals she managed in Jeffersonville and Columbus. Kerr says she was formerly Sister Regina of the Sisters of Mercy and controlled the hospitals as general manager and treasurer.
The Secretary mailed letters to 1,400 national banks asking if Treasury should again lend a hand by distributing additional government deposits to aid crop movement this year.
Surgeon General Blue of the public health service will go to New Orleans to lead the campaign against bubonic plague after telegrams from Oscar Dowling, head of the Louisiana Board of Health. Dowling cites two confirmed cases, with one death, while the Treasury Department orders Blue to assume charge and the service conducts its own examination.
Mobile health officer Dr Charles A Mohr was sent by state health chief Dr W H Sanders to New Orleans to study two bubonic plague cases and aid in stopping spread along the gulf coast. Vessels from New Orleans will be barred from docking without rat guards on all hawsers.

Special Dispatch reports Austin June 29 that State Health Officer Ralph Steiner issued instructions to port officials to enforce regular bubonic quarantine restrictions against New Orleans and all foreign ports potentially infected.
Secretary McCampbell of the State Board of Health telegrammed Health Officer Landis urging extra precautions to stop bubonic plague. Two cases in New Orleans cited. calls for war on rats, river steamers inspected for vermin, and extermination orders. McCampbell warns health officers along the Ohio River.
In Muscatine Iowa William Cozad age 19 killed his older brother John age 22 in a fist fight after accepting a challenge over a girl. The brothers fought in timber near Muscatine for about an hour. William claimed to have struck a devastating blow breaking his brother's neck and transported the body home where a doctor was summoned. William was arrested and a first degree murder charge will be filed.
At Oxford Ohio on June 2, Miami University summer term students hazed three winter term peers. Edward Trotter wore a wristwatch and was dunked after a midnight serenade. Arthur Taylor ducked for a mustache. Robert Feris mocked in for a Hamilton High School sweater. Dr Brandon, acting president, summoned about twenty hazers for a lecture.
Mrs James Lemin 35 killed her two children Frederick and Ruth Lawrence aged 8 and 6 then shot herself in the left breast at Xenia Ohio. The youths were staying with their mother during vacation from the Ohio Soldiers and Sailors Home amid reported domestic troubles.
June 29 report says House Rules Committee postponed action on the Hobson national prohibition resolution. Chairman Robert L. Henry aims to push a vote to August 1, with many lawmakers expecting no vote this session. Ohio representative Ashbrook notes no vote will occur this session.
A government cofferdam on the Mississippi River above Ft. Snelling broke under high water. Over eighty feet washed out and more than fifty families in West St Paul were driven from their homes. Staff warned residents as engineers monitored crest and flood risk.
A central Kansas storm killed three people and caused extensive crop damage. Marion reported nine inches of rain. Lightning struck the State Normal School at Pittsburg, setting it ablaze and causing about $150,000 in losses.

In Richwood New Jersey on June 2 a 12 year old girl was assaulted on the Kier farm near the Central Railroad of New Jersey. William Jones a farm hand who was discharged two weeks ago is charged with the crime. A posse of armed farmers led by William Kier hunts the suspect after the attack and theft of clothing valued at $100 and $20 in cash. The girl was treated by a physician and revived.
Vienna reports show the populace mourning Archduke Francis Ferdinand but greeting his heir Charles Francis Joseph with cheers on return from Schoenbrunn. He learns the line of succession remains clear with the infant Karl Franz Joseph, his brother Maximilian, and the late Archduke's children under guardianship.
