Paris reports that Franco Japanese talks yield access for future Japanese loans to the French market in exchange for a pledge to protect Indo China. French officials say the agreement is a prudent insurance for Indo China while Japan plans loans to finance Manchuria and other ventures.
A Buffalo memorial obelisk to the late President McKinley will be dedicated in the first week of September with a festival starting September 1. The city and state raise $60,000 by popular subscription to cover expenses.
Tokyo reports say Viscount Aoki, the Japanese Ambassador to the United States, will probably be recalled. Baron Kaneko, a former Justice Minister, is named as a likely successor. Kaneko aided negotiations at Portsmouth and influenced the treaty terms, while the Hochi Shimbun voices anti government sentiment in Tokyo.
In Atlanta on June 16 the seven bishops of the Episcopal College of the Methodist Episcopal Church South led pulpit efforts to fund a Wesley Memorial in Atlanta. Subscriptions reached 200000 with the largest single gift of 75000 from Asa G. Candler. The plan includes an auditorium church hospital nurses home boarding houses reading rooms editorial offices gymnasium and more.
The jury in the embezzlement case against Charles C. Bauer has been chosen and is to hear the case Wednesday. Bauer, formerly City Auditor and now of Cincinnati, was charged with misappropriating public funds. All discrepancies have been made good and many witnesses have been subpoenaed.
In Denver the Western Federation of Miners at its fifteenth annual convention contemplates forming a new international industrial body after severing ties with the Industrial Workers of the World. Acting President C E Mahoney says the federation will not pay further per capita taxes to the I W W. A letter from I W W Secretary W J Hanaman offers to resign if the federation reconsiders and pays back dues.
Secretary of War Taft arrived in Sioux Falls at 8 30 a m saying he had fully recovered from his indisposition. Several hundred paid respects as he attended church then proceeded to Fort Meade with Senators Gamble and Kittridge and Governor Crawford. He then traveled to Sioux City and spoke briefly en route at Canton Hawarden and Akron.
Dr. David Philipson of Hebrew Union College Cincinnati told OSU graduates there is no clash between religion and science and that scientific study strengthens belief in a supreme being. The next commencement will feature Professor Erle Sparks of the University of Chicago delivering the address.
A brawl on a Millcreek Valley car headed toward St Bernard left motorman William Hagerman and conductor William Montgomery injured. The Geis brothers of Carthage Ohio fought passengers with ball bats, were restrained by police, and jailed in St Bernard on $100 bond awaiting trial.
John W. Yerkes of Danville Kentucky former Commissioner of Internal Revenue lies in Sinton Hotel room 326 under care of two doctors and a nurse after a fall on marble stairs. Though in great pain he is not seriously injured and plans to travel to Washington soon for business and political duties.
Fire destroyed the New York City Railway Company car barns on Madison Avenue between 85th and 86th Streets. Nearby homes damaged. losses exceed 200000 dollars. Thirty electric passenger cars and several other cars burned. Two safes with 3700 dollars believed safe. company books and records lost. Several firefighters injured by collapsing walls.
The Hague reports the dissolution of the Russian Duma and a new election system stirring delegates. M Nelidoff is guarded by Dutch police amid fears of an assassination attempt. A anti military demonstration drew about 2 000 people denouncing the conference as a sham.
Rumors in Mexico City say the government is negotiating for two man of war transports and two new battleships. One transport to be built in English yards and one in New Orleans. Negotiations also under way with a European power to buy two ships recently launched and ready for delivery. A semi official denial has been issued.
Prof. D. H. Correl of Bristow public schools faced assault and battery charges filed by students who accused him of spanking girls. His defense claimed necessity for discipline. he was acquitted and the school board promptly increased his salary.
June 16 report from St. Petersburg states an imperial ukase dissolves the Second Douma until November 13. Emperor Nicholas II cites failure to legislate, misused interpellations, and a discovered plot against the state as grounds for dissolution and electoral reforms.
