The second battle of the Marne shifts to a new phase as Allied and German statements indicate intensifying fighting. Observers note small shifts in the front along the Aisne Marne salient and point to the American spearhead at the center as a potential threat to German positions.
Howard Ware, 19, drinking, terrorized Springfield Ohio firing at residents and police. He wounded Sheriff James L. Welsh in the leg and three year old Wilbur Simmendinger in the lung during a park chase before deputies stopped him. All involved were hospitalized with critical injuries.

Swedish press reports say the German Russian commission agreed on the general terms of the Brest Litovsk covenant. Moscow unrest grows daily with wholesale arrests. Reports claim Bolsheviks plan disbanding the Red Guard and reorganizing a new army along old lines.

Baker noted no airplane is perfect and improvements come quickly for all models.
J. H. Howland announced at the Association of Railway Claim Agents meeting that the Railroad Administration will assume direction of settling all personal injury cases. He spoke on behalf of Director General McAdoo during the Chicago gathering on July 30.

Vaughan a Captain in the U S Army Quartermaster Corps Felix Gouled a manufacturer and David L Podell a New York lawyer were named in indictments by a Federal Grand Jury on charges of conspiring to defraud the government in raincoat contracts The scheme allegedly involved commissions routed to Vaughan and a later division among officers of the War Department The case centers on creating contracts for raincoat makers and concealing payments with the H R Rosenfield Raincoat Company Inc involving many thousands of dollars
