Washington July 28 The Shipping Board and Sailors Union leaders ended a looming Great Lakes strike by securing Lake Carriers' Association and members to sign the national appeal for men to man merchant ships as drafted. Olander Hurley and union officials demanded seamen register at shipping offices as wage talks continue and a Washington conference on wage demands is planned for next Wednesday.
Major General Brancker, British Air Ministry official, says air warfare advances require an independent air service in the United States and coordinated Allied air forces under a Supreme War Council. He notes the need for an Air Ministry in England and rapid air independence to support land and sea forces. Berlin and other German cities could face grand scale aerial offensives as coordination improves.

Passengers aboard a British liner said they fought a German submarine about 750 miles off the New Jersey coast and fired on a second, with both battles described as lasting long hours. The liner, convoyed by destroyers after Justicia sank, reported gunfire and a surface encounter, while a later sighting near the coast hinted at an American submarine rumor. Passengers included E. H. Butt and Captain John H. Pratt with the ship George L. Eaton’s crew².
July 28 in Philadelphia, a white man was killed and a black man wounded in a fatal clash. A police officer died, another was mortally wounded, and about sixty others were injured as whites and blacks fought across multiple city districts. Over fifty arrests, with 200 marines aiding and windows shattered as Home Guard patrolled.

Survivors of British and Belgian sailing trawlers tell of German brutality. A British trawler sunk before dawn by a submarine. crew taken aboard. Three hours later the Belgian trawler, a father and son among the crew, also sunk and taken aboard. Submarine then submerged, leaving fishermen to drown as Germans ransacked the ships and ate ravenously.
